What is F4E Our governance • Fusion for Energy is the European Domestic Agency for ITER • Established in april 2007 for a period of 35 years • F4E is an industrial & trade agency • members: 27 UE states + Switzerland • F4E is based in Barcelona but has also an antena in Garsching (D) and Cadarache (F). F4E 2009 anual C&P budget of 380 M€ of which 347 M€ for operational procurements (91%).

  4. The European Commission proposed to create a new organisation with a legal personality to meet its obligations towards ITER and the Broader Approach Agreement signed with Japan. After consultation with the Member States and the fusion research community, the new organisation will also include a programme to prepare for Demonstration Fusion Reactors (DEMO). Under the Euratom Treaty, a Joint Undertaking was the most appropriate legal basis based on the experience of the Joint European Torus in the UK (1971-1999, EFDA thereafter). 1.   5. The objectives of Fusion for Energy are threefold: Provide Europe’s contribution to the ITER international fusion energy project. Implement the Broader Approach agreement between Euratom and Japan. Prepare for the construction of demonstration fusion reactors (DEMO). All three objectives form part of the “Fast Track” approach to fusion. 1. What is F4E Our objectives

What is F4E Our missions for ITER (1/2) EU has to provide through F4E 45 % of ITER construction, 34 % of operation, deactivation and decommissioning costs, F4E owns and manages 5B€ budget F4E will engage 380M€ in Procurements and Grants in 2009 EU + CH (Euratom) are engaged in almost all of the 85 Procurement Packages shared with the 6 other Parties.

Rationale: efficiency, flexibility and reactivity, now for ITER then for DEMO Scope: Strong and broad economic impact of ITER : Contracts & Finances operates at transnational level and will steer partnership within the ITER world (close partnership with Iter Org.). Our favorite supplier market is Europe… but we will go worldwide if needed. Networking with other Domestic Agencies in order to share information on suppliers and best practices. 2.   12. Our procurement system and legal framework are EC compatible but are evolving. Our tendering procedures are result orientated and Industry like (no ‘mechanical’ approach). ‘Best value for money’ is our policy (with a strong cost awareness of price, and a pragmatic assessment of risks). Our specifications are ‘open’ as often as possible in order to allow creativity and innovation from Industry (use of variants, functional criteria etc.). 2.   13. Open procedure: Any economic actor can tender. Restricted procedure :  2 phases Call for Candidature, Call for tender. Competitive dialogue : For particularly complex markets in partnership with entreprises to clarify specifications. Negociated procedure : Inferior to 250 k€ , Superior to 250 k€ in exceptionnal cases. 2. The Contracts & Finance Department Our procedures

  14. For F4E : Industry is more than a supplier and may be a ‘partner. F4E is listening to suppliers directly or through Industrial Liaison Officers (ILO)  regular meetings. F4E provides as much information as needed for a mutual understanding  good contracting. F4E takes Industry into consideration for possible inflexions on ‘touchy’ questions such as : Terms of payment, Insurance, Liabilities (nuclear and conventional and consequential), Conflicts of Interest, IPR. 2.   16. 3.1 Progress report on Procurements Contracts signed (WP08) : • 6 procurements signed for 5 M€. Contracts awarded or to be signed (WP08) : • 5 Procurements: 2 Procurements (1.5 M€) et 3 Framework contracts (1.3M€). Procurements under process (16 procurements for 278 M€): • 11 procurements for an amount of 226 M€ (WP 08) • 5 procurements for an amount of 52 M€ (WP 09).

  17. 3.2 Progress Report on grants Grants signed (WP08): • 12 grants signed for an amount of 9.4 M€. Grants awarded and to be signed: • 3 grants for an amount of 700 K€ (WP08) • 1 grant for an amount of 30 K€ (WP09). Grants under process (11 grants for 4 M€): • 4 grants for an amount of 710 K€ (WP08) • 7 grants for an amount of 3 772 K€ (WP09).

F4E and SMEs F4E publie la liste des sociétés sélectionnées (donneurs d’ordre/primo-contractants) pour la phase finale d’un appel d’offre. => Possibilité pour les PMEs de proposer leurs services F4E s’impose comme règle d’inviter au moins 1/3 de PMEs pour toutes les consultations<250k€. Cette démarche sera mesurée. F4E, dans le cadre de son portail industriel, développe une base de donnée fournisseur ou les PMEs seront identifiées comme telles (définition européenne)

  23. Conclusion ITER is an opportunity for many European companies, and SMEs are supported to tender. F4E Contract & Finance Department is entitled to build the best framework for companies to work efficiently (customer oriented spirit).
