  2. 2013 Budget Items • K-12 School Funding Formula • Adult Workforce Development • 75/25 • Mobile Welding Labs • JVSD Board Composition • House Bill 168, Apprenticeships* • * Not in budget

  3. School Funding (K-12) • HB 59 re-writes school funding formula (again!) • Governor’s plan rolled into state budget and amended in House & Senate. • Money follows students, but with caps and guarantees. Weighed funding preserved but modified.

  4. School Funding (K-12) Formula Basic Aid (ADM * $5745/$5800 * State Share) + Special Ed + CTE Weights (FTE * Amounts from “tiers” * State Share) House: Weights as Percentage of Basic Aid Senate: Weights as Dollar Amounts Guarantee in place; Cap is 6.5% / 10.5%

  5. Simulations • Simulations not to be relied upon • Inputs were not accurate at the start and some appear to continue to be incorrect • Legislative staff and ODE assure the CTE community that the actual disbursements will be correct!

  6. Adult Workforce Development • Government to re-make workforce development • Align training efforts to the workplace • Created Executive Workforce Board to revamp system. CTE represented. • Pushing industry to do forecasting of labor needs by region.

  7. Adult Workforce Development • Unique opportunity for CTE to assert itself • OACTS, Ohio ACTE, and PACE developed 2-point proposal • One-Year Option • Additional resources

Adult Workforce Development • One-Year Option • Reform CT2 Process • Ensure that adults completing 900-hour program + receive industry credential receive 1 year of credit upon enrollment in 2 or 4 year college • ½ of an Associates degree • Spearheaded by Representative Cliff Rosenberger (R-Clinton, Highland, Pike counties). Language added in House & revised in Senate. Worked closely with OBOR.

Adult Workforce Development • “Not later than June 30, 2014, the Chancellor shall establish a One-year option credit articulation system in which graduates of Ohio Technical Centers who complete a 900-hour program of study and obtain an industry-recognized credential approved by the Chancellor shall receive 30 college technical credit hours toward a technical degree upon enrollment in an institution of higher education.” • “Chancellor shall submit report to General Assembly by June 30, 2014 for proposal to award proportional credit for completion of 600-899 hours and receipt of industry-recognized credential.” • Ohio House Bill 59 (Budget), ORC 363.20, Line 159417 (As Passed by the Senate)

  10. Adult Workforce Development • Funding Proposal • Our request is to restore funding to levels seen in past years. ($22M) and correspondingly re-write the formula to reward results, i.e., completion, credential, job. • Governor’s budget flat-funded AWD ($15M). • House budget flat-funded AWD ($15M) • Senate added $1M over biennium (Sens. Widener and Beagle)

Adult Workforce Development • “The Chancellor, Superintendent of Public Instruction, and Office of Workforce Transformation shall hold a series of consultations with Ohio Technical Centers to develop an appropriate funding formula to distribute funds based on student outcomes beginning in fiscal year 2015.” • Ohio House Bill 59 (Budget) GRF 235444, Line 159242 • (As Passed by the Senate) • This represents an opportunity to continue the dialogue surrounding AWD funding. • Is there an opportunity to apply the One-Year Option at the high school level?

  12. 75/25 • CCS had advocated elevating ODE’s 75/25 administrative rule to statute for comprehensives and compacts only. House obliged. • Senate added language making the statute universal, including charters, STEM schools, and JVSDs. • OACTS/Ohio ACTE seeking exemption and working closely with Senator Garnder (R-Bowling Green). • ODE “OK either way but prefers the rule be applied across the board.” • The Legislature continues to cite ODE’s “preference” as a reason to apply the policy to JVSDs.

Mobile Welding Labs • House added $1M appropriation for “mobile wlding lab” in Lawrence County to be utilized at industrial park • Senate added $1M for an additional welding lab at Lorain County Community College • OACTS objects because (among other reasons) the labs appear totally unconnected to existing welding training. Seeking language requiring coordination with CTPD and access for CTE students. • OWT shares concerns

Board Composition • Senate added provision to replace JVSD Boards with appointees of local boards and ESCs with ties to local business community. • Extensive meetings with sponsor indicate intent is to more closely align curriculum with demand and to avoid perceived “conflicts of interest.” • OACTS testified and provided letter to General Assembly urging the provision be removed. Also made technical comment. Coordinating daily with OSBA. • House members and many in Senate appear strongly opposed. Governor’s position not clear. Issue to be decided in conference committee.

  15. HB 168, Apprenticeships • Newly-introduced legislation (Rep. Christine Hagan, Stark County) would encourage apprenticeships by diverting some school funding resouces to businesses who operate Department of Labor-approved apprenticeships. • Bill in House committee and not slated for committee vote before June 30 recess. • Conversation with sponsor was productive and suggested openness to changes. Perhaps encourage tax credit as opposed to school funding.
