This proposal addresses the current limitations of emergency response map symbols. It highlights the need for a more flexible and granular symbol set that accommodates varying user needs, international partners, and diverse display formats. Key issues include transparency requirements, color options for visibility, and the necessity of an organized taxonomy for symbol usage. The proposal recommends reinstating the Symbol Subgroup, investigating ISO standards, and improving public outreach to foster broader adoption and usability across different jurisdictions and technology platforms.

FGDC DHSEmergency Response Map Symbol Subgroup Planning Proposal Robert Phillips USCG DHS GMO POC August 2007
The Current State From a Practical View • Limited Symbol Set • Greater flexibility and granularity desired by many users • Doesn’t address our Foreign partners yet • Multiple scale usage/ map visibility not addressed easily • Transparency requirements for solid fill symbols • Unfilled symbols • Small handheld displays – need more clarity on solid symbols • Additional colors or permutations of symbol • Selected item • Nighttime/ “darkened room” usage – reverse color symbol • Presentation only color such as yellow – non status indicator • Standard only permits certain colors
The Current State From a Practical View • Limited File Format (TTF) • Creates maintenance issues (can’t replace or add a single item) • DB managed symbol set inconvenient with only a font set available • Need individual graphics as well • Creates distribution issues for web services • Artist rights / conversion to EOT or Free Type required • Wider usability with multiple formats • Multiple Gis systems, city, county, state, fed, international • No real usable taxonomy for catalog creation / lookup • Textbook definitions almost unuseable for average user • Any feedback on adoption/usage?
Proposal • Standup the Symbol Subgroup Again – too many issues • Fairly long term tasks – at least two years+ • Envisioned Tasks • Investigate ISO symbol set / creation / harmonization / union • Partial adoption/mod of some widely accepted industry sets such as • Chemical • Bio • Radiological • Fire • Multiple formats: png, bmp, ico, gif, TTF, EOT etc • Additional color sets / transparency ability / darkened conditions • Multiple scales / sizes and duals (eg multi size ico)
Proposal • Envisioned Tasks • Delivery options • Web service, web download • Media (CD, DVD) • Individual / libraries • Discovery / Lookup • Public Web Service • Public Inet based catalog • Client machine based catalog browser (eg IE6 - no activex things…) • Taxonomy creation – common language key words / related terms • Match / assign to GDM themes / incorporate GDM keywords/defs
Proposal • Envisioned Tasks • Sustainment / maintenance options • DB storage symbol files • DB storage definitions • DB storage keywords/relations/GDM theme/attribute mapping • More Public Outreach Including International Responders • User needs capture • Broader adoption • Gain ISO support if appropriate at this stage • Mod to Ansi Std or new Std or two Stds? • Gather resources (people, money, services) • Possible Future Tasks: Line Types & Polygon Styles / Fill Patterns
