Conversion from ISCO-88 to ISCO-08: Applications in French Labor Force Statistics

This presentation outlines the conversion process from ISCO-88 to ISCO-08 as applied to French Labor Force Surveys (LFS) for 2010 and 2009 across 21 countries. Conducted by R. Warnan and L. Meuric from INSEE, it discusses variables including supervisory functions, the highest level of education, firm size, and employment status. The presentation acknowledges limitations in the conversion process due to specificities in the EU version and variable quality. A commented SAS program and an Excel file for easier understanding of conversion rules are provided to users.

Conversion table Isco88 => Isco08 Application for the French LFS ( 2010 ) and for LFS 2009 (21 countries)
Work conducted by R . Warnan et L Meuric (Insee) • Variables used : • - Isco 88(Com) 3 digits • - supervisory function (SUPV) • -Highest level of education instead of qualification (QUAL) • - Size of firm (NBSAL) ; • - Status (Employed or Self Employed) • - Activity Titre du diaporama
Limits of this exercise • The rules for construction of ISCO-88 and ISCO-08 are similar. • But EU version (Isco88(Com)) has introduced some specificities (in particular, for executives and professionals from the Public Service). • Otherwise, with the theoretical conversion table ( ISCO-88 => ISCO-08), there are many major groups change (upgrades or downgrades) which can not be realized without qualification. • In addition, some theoretical changes could not be treated due to the lack of large enough or precise ancillary variables. • Finally, code quality produced with conversion table is imperfect. What is provided to users • - a commented computer program (SAS) • - The transcoded « profession » is recorded in a variable called ISCO08. • -Some Comments are made. • - An Excel file allows the rules of the conversion table to be read more easily. Titre du diaporama
Usefulness of ancillary variables • Activity • Occupations of group 1, 2 or 3 are often divided according to the sector in ISCO-08. Activity is also sometimes used to distinguish between white collar and blue collar workers. • Size of firm • It serves to distinguish the small employers (less than 10 in group 5) from the others (group 1). Usefulness of ancillary variables (suite) • Supervisory function • With this variable (SUPV) some people are upgraded to a higher group. • For example: • – Clerical support workers (group 4) can become « Business and administration associate professionals » (group 33) • – Some Sales workers (group 52) can become “shop supervisors » • – Some workers (essentially the most skilled ones) can be recorded in group 31 and become Manufacturing supervisors (3122) Titre du diaporama
Usefulness of ancillary variables (suite) • Status • Qualification • In ISCO-08 there are 4 levels for qualification, associated with different major groups. We do not have this variable in LFS . Also, we use Hatlevel. Titre du diaporama
