Disabilities & The Web • Four main types of disability affect web access • Visual • Mobility • Cognitive • HearingAnd now the fifth one that could be added is: Aging • Equivalent “functional limitations” • Limited display (cellphones/PDAs; printed pages) • Restricted input (no mouse) • Distracting environment • Lack of speakers (workplace; microlabs)

S. Census Bureau, about 49.7 million Americans have a disability, which includes people of all ages. Other Considerations • Ethical responsibility • Modern education & the Internet • Simple fixes provide enormous benefits • Reduced legal liability • Section 504 of the Rehabilitation ActAct of 1973 is a national law that protects qualified individuals from discrimination based on their disability. • ADA, Titles II and IIIADA -- It prohibits discrimination against disabled citizens and mandates the removal of barriers limiting their full participation within American society. (ADA bans discrimination in employment, and requires full access to government facilities, services and public transportation. It also prohibits privately owned businesses from excluding or discriminating against people with disabilities.) • Emerging technologies

  25. 508 (a) Equivalents • A text equivalent for every non-text element shall be provided (e.g., via "alt", "longdesc", or in element content). • Text = universal alternative • Doesn’t mean “no pictures!” • What’s an equivalent? (equal or comparative)

  28. 508 (d) Style sheets • Documents shall be organized so they are readable without requiring an associated style sheet. • Power of CSS • Flexible interfaces as designers we demand... as designers we demand... ~2~ ~2~ the ability to control the presentation of a Web document...

  29. 508 (e) Image maps • Redundant text links shall be provided for each active region of a server-side image map. • Client-side vs.server-side The browser itself is the client.The server is our web server running on some remote machine. There is only the one way to ensure that all your scripts will run the way you want them to, and that is to run them on your server. The obvious downside to this is the extra server load of processing the scripts and the extra time it takes your visitors to learn that their input was invalid.   32. 508 (h) Tables - again • Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. • Scope, headers, colgroup • W3C example

  35. 508 (k) Last resorts • A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. • Synchronized! • Separate but equal?

  36. 508 (l) Scripting • When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology. • Javascript menus • Logical event handling

  37. 508 (m) Plugins • When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l). • Acrobat, Flash?

  38. 508 (n) Forms • When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. • Keyboard access • Title input fields • Sensible layout • “Required” fields
