  2. If you have already completed this form for a dump, do not complete again. Remember dump characterization is an ongoing process. Any dump that has had a DWM field staff pre-inspection is already in the system.

  3. Maximum Allowable Equipment Rates reflect FEMA rates and are subject to change. Check the FEMA Schedule of Equipment Rates

Strengths: • County has no illegal open dumps • Mandatory collection ordinance in the county • Ordinance contains a section on nuisances • A perpetual review of roadsides identifies any problem area • Small quantities of waste are eliminated before a dump can be established • The local citizens are reminded of the need to properly dispose of waste • Signs are used throughout the county to warn against illegal open dumping • Local media are used to educate the local citizens on illegal open dumping • Schools provide information to students on illegal open dumping • Local citizens are advised of the cost to the county for improper waste disposal • Local citizens report infractions • Weaknesses: • County has no source of labor to assist in illegal open dump cleanups • No initiative to educate citizens or school children on open dumping • Local enforcement officers are reluctant to cite property owners with illegal open dumps • No signs are used to remind citizens about dumping fines • Local media is not used to provide information about the detriments of illegal open dumping to the public

Strengths: • Litter cleanup program with inmates cleaning _____miles of roads as allowed through the use of state litter or county funding • Adopt-a-Highway program provides assistance and reporting of cleaned roads • A perpetual review of roadsides identifies any problem area • The local citizens are reminded of the need to properly dispose of waste • Signs are used throughout the county to warn against littering • Local media are used to educate the local citizens on litter abatement • Schools provide information to students on littering • Local citizens are advised of the cost to the county for improper waste disposal and littering • Local businesses assist in educating the local citizens on litter control • Local citizens report infractions • Weaknesses: • County has no source of labor to assist in litter cleanup • Adopt-a-Highway is not implemented • No initiative to educate citizens or school children on litter • Local business have no active roll in litter prevention • Local enforcement officers are reluctant to cite for littering • No signs are used to remind citizens about littering • There is no local media to use to provide information to the public • County does not have an effective litter control program
