Necessity of Billing and Accounting on IP • QoS based IP traffic processing to meet diverse user requirements • Questions on continuation of flat rate charging of IP in future • Increase of IP based Services and Applications (e.g. Multimedia over IP) • Provide fairness to the user who subscribe different QoS/CoS

  5. Understanding on IP Billing / Accounting • The charging/billing algorithms used by the network and service providers will probably remain an instrument of differentiation and competition • The basic information that needs to be collected in order to allow such charging and billing will need to be standardized.
