ELPA21 Assessment The ELPA21 is a test designed to measure students’ progress in learning the English language. • Items were developed from the Nebraska English language proficiency (ELP) standards—aligned to the CCR practices • Assessment is segmented into 4 sub-tests which cover the 4 language domains: Listening, Reading, Writing and Speaking
ELPA21 Assessment Changes for the 2019-2020 School Year • The online writing supplement for K-1 summative assessment has been discontinued; all testing will occur online. • Note: as in the past, in rare instances a paper/pencil assessment may be requested in certain circumstances. • Later this fall, the Online Reporting System (ORS) will be replaced by the AIRWays Reporting System which is more user-friendly and has some enhanced features. ELPA21 Summative • Feb. 3 – Mar 13: Spring ELPA21 2020 testing window • All K-12 students identified as English learners are required to take the ELPA21 summative assessment • Testing vendor: AIR • Administration manuals and resources are available on the AIR Portal • https://ne.portal.airast.org/

AIR Portal Cont. On the AIR Portal: • Sign up for email updates (upper right corner) • Access: • TIDE: Test Info Distribution Engine (student information system) • TDS User Guide: Test Delivery System (Online administration) • ORS: Online Reporting System (Score reports) • Will be replaced by AIRWays Reporting later this fall • DEI: Data Entry Interface (for use with paper/pencil forms) • Practice tests: Provide practice for summative ELPA21
Navigating TIDE (Test Info Distribution System) • Most DACs have been added as district-level users in TIDE • DACs can add additional users at the district, school, and test admin levels • If you are a new DAC and cannot access the site, contact Allyson Olson(contact info on last slide) • Following the upload of testing label data from NDE (K-12 will be mid-January), students will appear as test-takers in TIDE • Students new to the district may be manually added to TIDE after those dates • Establishing settings and accommodations • Creating appeals
AIRWays Reporting cont.(replacing Online Reporting System) Coming late Sept. • More user-friendly interface • Aggregate reports, roster reports, and individual student reports • Strengths and weaknesses at the class, school, and district level by identifying the five items with the highest and lowest scores • The ability to see actual student work along with the item • Guidance to teachers to pinpoint gaps in conceptual understanding and areas for further instruction • User guides will be provided soon
AIRWays Reporting cont.(replacing Online Reporting System) Coming late Sept. • Important: ALL historical ELPA21 Summative scores during the timeframe that AIR has been the test vendor and the 2018-19 ELPA21 Screener scores will be available in AIRWays Reporting once it is launched. • ELPA21 Screener score reports from the 2017-18 administration will not be available in AIRWaysReporting and must be retrieved before October 31, 2019 if you want them for future reference.
AIRWays Reporting (replacing Online Reporting System) cont. • Summative results available the first week of May • Individual Score Reports (ISRs) • Include an over all proficiency determination: Emerging, Progressing or Proficient • Includes language domain scores (Levels 1-5) with 5 being the highest • Domain score profiles determine the overall determination (ex. a student with 4s and 5s in any combination is considered Proficient
ELPA21 Dynamic Screener • ELPA21 Dynamic Screener (optional) • Used for determining EL Eligibility • Meets the criteria in Rule 15, Section 003 • Administered similarly to the summative assessment • Resources and manuals are available on the AIR portal • Use drop downs on TIDE and ORS to access student data for both instruments
ELPA21 Dynamic Screener Cont. • Differences from Summative: • The Dynamic Screener is one assessment (not divided by domains) • Stopping point (semi-adaptive format) • Students who answer few questions correctly will not advance to the final step • The first Speaking question set is scored on the fly by the test administrator
