Between 1991 and 2000, the poverty proportion in the municipality went from 8% to 12% (an increase of 50%); • 337.000 families are in a high social vulnerability status; • 200.000 families reside in the 400 risk areas (brooks and slopes); • 120.000 families reside in substandard housing; • 300.000 families reside in informal settlements or clandestine lots; • 30.000 families reside in ‘cortiços’ - tenement houses; • 3,4 million people are at poverty level (up to ½ MW p/ person/family); • 12.000 people live in the streets of the various city areas (2006); • Highest poverty concentration in the Americas. Fonte: Fundação SEADE, 2004 Pro-poor Policy Framework The problem/need: Notwithstanding the pro-poor policy environment and first-class pro-poor organizations, as well as the public funds directed at poverty alleviation, Sao Paolo continues to have enormous urban poverty problems • Poverty is commonly thought of in terms of income, but its dimensions are better expressed by the terms social exclusion and vulnerability; • Social exclusion embraces a lack of access to economic opportuntiy AND a lack of access to basic public services, infrastructure and a healthy environment; • Geographic segregation common in urban areas is key to the ongoing pattern of inequality.

URBIS’ Learning Questions for São Paulo • What is the impact of capacity building on the Voice of the Poor in the a context that includes a web of national, state and municipal pro-poor policies, significant funding for poverty alleviation and first-rate and highly capable pro-poor organizations? • Can capacity building be effectively provided through a demand driven curriculum delivered by a training institution (ESPASO) and thereby have a greater impact on several pro-poor organizations than an individual tailor-made capacity building plan for a single organization.

URBIS’ SP: Lessons Learned AFTER the programstarted METODOLOGY LESSONS: • The varied training approaches (modular courses, thematic courses, seminars, debates) have been suitable for the diversity of the participants and content. • RELATIONSHIP LESSONS: • ESPASO viewed its mission as building the capacity of a collection of individuals working for partner NGOs. Now ESPASO better understands that it is the institutional capacity of its partners as organizations that is critical. • Urbis has opened the door for NGOs that did not have partnerships with the city government, enabling them to directly interact with the government. • Through Urbis classes, NGOs are now more receptive to organizational best practices.
