Project Overview WHO WE ARE… A 4-year project (Oct 2004 – Sept 2008) of the US Agency for International Development (USAID), being managed by PA Consulting Group. It provides technical assistance (TA) to government agencies and civil society partners that are working on energy reforms and cleaner air. • Energy agencies: DOE & Family, ERC • Clean Air agencies: DENR, DOTC/LTO, DTI • Civil Society – NGOs/PVOs, Academe, Private

THE CHALLENGES WE FACE… • Unhealthy levels of pollutants in the air sheds of major urban centers • High emissions from diesel-powered vehicles • Dependence on carbon-burning transport fuels • Predominant use of less efficient second-hand engines/ less efficient 2-stroke engines by PUVs • Lack of proper vehicle maintenance among drivers • Improper road behavior that aggravates traffic congestion and mobile-sourced emissions • Lack of public support for community actions on clean air
WHAT WE DO… 1 Strengthening the Implementation of the Clean Air Act 2 Strengthening the Vehicle Inspection & Maintenance System 3 Strengthening Local Governance for Clean Air Reforms 4 Strengthening Public-Private Partnership

EXPECTED RESULTS… 1 No. of diesel-powered vehicles compliant with emission standards prior to registration increased by 80% in four project sites 2 Level of PM10 contribution from mobile sources reduced by 30% 3 Cleaner vehicle fuels used by national government agencies, 50 top corporation fleets, and at least 50% of public vehicles in project sites 4 At least 1 coalition with academic, research, & NGOs established in L, V, & M 5 A Clean Air Info Database Developed
