Problem/Solution • Nature of the problem • Funding for new construction is limited • Congestion continues to grow • I-394 perception: Is HOV lane half empty or half full? • 2002 Twin Cities HOV Study • 2001 Legislature mandated study HOV lanes • Findings: • HOV lanes successful for carpool/transit but operating at less than full potential • During peak, HOV lanes (3,053) are typically moving more people per lane than general-purpose lanes (2,076) • FHWA urged changes • Solution: MnPASS Express Lane

  3. 394 MnPASS Project Goals • Improve the efficiency of I-394 • Maintain free flow speeds for transit and carpools • Improve highway and transit in corridor with revenues generated • Use electronic toll collection • Employ new technologies such as dynamic pricing and in-vehicle enforcement tools

  4. What is new about MnPASS? • Truly dynamic pricing • Non-barrier separate HOT lane • Enforcement technologies • Tolling in Minnesota!

  5. Key Milestones • April 11th, 2005: Sign up starts • May 16th: Tolling begins • June 9th: Change from 24/7 tolling • November 23rd : Open new AUX lane • December 1st: 9,000 transponders • January 3rd: Modify dynamic pricing • March 14th: Revenue record • May 15th, 2006: 1 year of MnPASS

  6. Dynamic Pricing • Peak hour average $1.00-4.00 • $0.25 min $8.00 max • Dynamic pricing works!

  7. Enforcement • Essential to success of MnPASS • Increased enforcement through partnerships with: • Minneapolis Police Department • Golden Valley Police Department • Minnesota State Patrol • Petty misdemeanor with $142 fine • Carpoolers happy to see enforcement

Trips and Revenue • Average toll paid: $0.74 • 70% of trips start or end in reversible road • Longer trips the norm • Tuesdays and Wednesdays have highest use • Friday is low point for weekdays • Eastbound has 52% of trips and 65% of revenue • Auxiliary lane reduced westbound use/revenue • 95% of time speeds above 50 mph
