  4. NCAA Proposal No. 2009-39 Evaluations -- Women’s Sand Volleyball • Sand volleyball only: 80 evaluation days. • Both: 80 days for both; and • 20 additional days for sand competition only. • No practice or other athletics activities. • No academic evaluations.

  5. Proposal No. 2009-39 (cont.) Evaluations -- Women’s Sand Volleyball • Both: Local sports club (either sport) involvement outside volleyball contact or evaluation periods. • Counts toward the limit of 80 days. • Women’s volleyball recruiting calendar applies to sand volleyball. Effective:August 1, 2011.

  6. Proposal No. 2009-100-A Tryouts – Nonscholastic Practice or Competition – Men’s Basketball • Institution shall not host, sponsor or conduct nonscholastic practice or competition involving men’s basketball PSAs. • Exception – State Multisport Events.

  7. Proposal No. 2009-100-A (cont.) Tryouts – Nonscholastic Practice or Competition – Men’s Basketball • Exception – Other Events. • Open events; prospects reside in a 50-mile radius. • Program consistent with mission of institution and not conducted by athletics staff. • Ancillary event to a nonathletics program and not conducted by athletics staff.

  8. Proposal No. 2009-100-A (cont.) Tryouts – Nonscholastic Practice or Competition – Men’s Basketball • Noninstitutional Camps or Clinics. • Use of institutional facilities limited to June, July and August. Effective:April 28, 2011.

  9. Proposal No. 2010-27 Time Period for Contacts and Telephone Calls • Permits contacts and telephone calls on or after: • July 1 (general rule) following junior year (previous rule) or • Opening day of classes of senior year (as designated by the high school); • Whichever is earlier. Effective:January 15, 2011.

  10. Proposal No. 2010-30 Telephone Calls – Sports Other Than Football • One call per month beginning June 15 at the conclusion of the sophomore year through July 31 after the junior year. • Two calls per week as of August 1 of the senior year. • One call per week to transfers. Effective: August 1, 2011.

  11. Proposal No. 2010-31 Communication After Commitment • Restrictions on the forms and frequency of communication no longer apply beginning the calendar day after: • The PSA signs a National Letter of Intent (NLI) or the institution's written offer of admission and/or financial aid; or • The institution receives a financial deposit in response to the institution's offer of admission. Effective: August 1, 2011.

  12. Proposal No. 2010-33 Women’s Basketball Recruiting Opportunities • Increases opportunities from five to seven. Effective: August 1, 2011.

Proposal No. 2010-35 Women’s Basketball Evaluations – National Standardized Testing Weekends • No evaluations at nonscholastic events during testing weekends. • If conflict occurs: • Shift fall evaluations to first weekend (Friday, Saturday and Sunday) of the fall/winter evaluation period. • Shift spring evaluations to second Friday after initial spring NLI date through the following Tuesday. Effective: August 1, 2011.

  14. Proposal No. 2010-36 FCS – Other Evaluation Events • Coaches may attend a recruiting event in which information (e.g., credentials, videos) related to PSAs is presented or otherwise made available. Effective: January 15, 2011.

Proposal No. 2010-38-B Media Guides to PSAs Via Email Only • Attachment or hyperlink. • Effective: August 1, 2011. • 2010-11 guides okay to send via digital media storage device until August 1, 2011. • Not permissible to send 2011-12 guides via digital media storage device at any time (before or after August 1, 2011).

  16. Proposal No. 2010-39 Video or Audio Material to PSAs Via Email Only • Attachment or hyperlink. Effective: August 1, 2011.

  17. Proposal No. 2010-41-A Unofficial Visit – Complimentary Admissions – Nontraditional Family • Up to two additional complimentary admissions to accommodate parents. Effective: August 1, 2011.

  18. Proposal No. 2010-43 FBS – National Service Academy Subvarsity Team – Competition Against Prospects • Subvarsity team compete against two-year college, high school or prep school. • No payment or other inducement. • No recruiting activities. Effective: August 1, 2011.

Proposal No. 2010-46 High School, Prep School and Two-Year College Contests – Conducted or Sponsored • Competition not a tryout if criteria are met. • Team sports: • Not limited (only by number, classification or objective standard of performance). • No nonscholastic teams. • No financial compensation to educational institutions.

  20. Proposal No. 2010-46 (cont.) • Individual sports: • Not limited (only by number, classification or objective standard of performance). • Nonscholastic teams permitted. • No financial compensation to individuals, educational institutions, or nonscholastic teams. Effective: January 15, 2011.

Case Study • State University hosts a state high school championship. • Department of athletics staff are involved with ticketing, concessions and operating the scoreboard. • Facility is rented to state high school association at a reduced rate. • Contract provides for percentage of gate receipts and concessions to go to state association.

  22. Case Study • Permissible? • Yes. • State University is treated as joint sponsor. • Participation is based on objective standards of performance. • No compensation is provided to participating institutions. • Permissible to rent to state association at a reduced rate. • NCAA Bylaw 13.15.1.4.

  23. Proposal No. 2010-50 Certified Events – Price of Admission • Price of admission must be listed on application. • Prices must be available to coaches prior to arrival. Effective: May 1, 2011, for events occurring on or after May 1, 2011.

  24. Proposal No. 2010-112 • Men’s Basketball – Fall Contact Period • Evaluations of practice activities at sites other than PSAs’ educational institutions are prohibited. • Evaluations of competition permissible at other locations. Effective: January 15, 2011.

Proposal No. 2010-113 Basketball Evaluations – Noninstitutional Organized Events – Event Certification • In order for coaches to attend, an event must be certified if it is organized and conducted for a recruiting purpose. • Even if it is approved, sponsored or conducted by a state, national or international governing body. Effective: January 15, 2011.

  27. Case Study • A state high school athletics association sponsors a basketball showcase for underclassmen each summer. • The state association teams up with the state coaches association to conduct the event.

  28. Case Study • Must the event be certified in order for Division I coaches to attend? • Yes, the event must be certified. • The goal of the showcase is for local underclassmen to be seen by college coaches at minimal cost.

  29. Proposal No. 2010-47 Recruiting Services -- Video-Only Services • Permissible to subscribe. • Subject to requirements of Bylaw 13.14.3 except: • Regular dissemination not required. • Individual analysis not required. Effective: January 15, 2011.

Recruiting Services • Blanket SLR waiver granted for sports other than men’s and women’s basketball and football through July 31, 2012. • Revert to the legislation in place before the adoption of Proposal No. 2009-56. • Sports other than basketball and football may subscribe to a regularly published scouting service involving PSAs, provided the service is made available to all institutions desiring to subscribe and at the same fee rate for all subscribers.

  31. Recruiting Services • An institution may use a video service (or a service that includes video). Such a service may include nonscholastic video. • The institution may not contract with a video service in advance to have a particular contest recorded or provided. A video service must be available to all institutions at the same cost.

Recruiting Services • Basketball and football are still subject to Bylaw 13.14.3. • Other offices in the athletics department (e.g., compliance, sports information) may subscribe to a service that does not meet the current Bylaw 13.14.3, as long as no basketball or football information is provided to those sports programs (coaches and noncoaching staff).

  34. Definition of Recruiting Service • Includes any individual, organization, entity or segment of an entity that is primarily involved in providing information about PSAs. Staff confirmation April 1, 2011.

Definition of Recruiting Service • Examples: • Service that provides information only to paid subscribers; • Service that is only available to a select group of individuals (e.g., coaches), regardless of fee; or • Service that provides information to the public free of charge. • Does not include service that provides information about PSAs incidental to its primary purpose and is generally available to the public.

Activities at Off-Campus Facility During Unofficial Visit • Holly, a sophomore, begins her unofficial visit to Ojai University at an off-campus boathouse. • During the visit, Holly tours the facility with Coach Walker. • Holly eats a picnic lunch with the rowing team at the boathouse. • Holly is transported to campus by Coach Walker for a meeting with an academic advisor.

  37. Activities at Off-Campus Facility During Unofficial Visit • Was Holly’s unofficial visit to Ojai University permissible? • Yes. Provided Holly visits campus: • Visit may begin/end at off-campus facility; and • PSA may eat meal at off-campus facility (PSA must pay). • Contact at off-campus facility is not considered a contact. Staff determination May 26, 2010.

  38. PSA Participating in Voluntary Workouts Prior to Enrollment • Justin, a senior men’s tennis prospect, has enrolled in two summer classes at Ojai University. • He is taking one course during session I and one course during session II. • Justin has signed an offer of admission. • Kevin, a senior men’s tennis prospect, has signed an NLI. • Kevin is not enrolled in any summer classes.

  39. PSA Participating in Voluntary Workouts Prior to Enrollment • May Justin participate in voluntary workouts conducted by S & C coach during the time in which he is enrolled in summer classes? • Yes. • Bylaw 13.11.3.10

  40. PSA Participating in Voluntary Workouts Prior to Enrollment • May Justin participate in voluntary workouts conducted by S & C coach in between session I and session II? • No. He may only participate in voluntary activities in the presence of S & C coach outside of actual enrollment. • No prearrangement of activities. • Coach must be performing normal supervisory duties. • May not work directly with PSA.

PSA Participating in Voluntary Workouts Prior to Enrollment • May Kevin participate in voluntary workouts conducted by S & C coach prior to graduation? • No. Kevin may only participate in voluntary activities in the presence of S & C coach. • During summer? • No. Voluntary activities in the presence of S & C only.   42. PSA Observing Practices and Meetings • Evan, a football PSA, has submitted a financial deposit to Ojai University. • Evan will be taking an official visit to Ojai University this weekend.

  43. PSA Observing Practices and Meetings • Is it permissible for Evan to observe a team practice that is closed to the general public? • Yes. Any PSA on a campus visit may observe an on-field or on court practice session, regardless of whether the session is open or closed to the public.

  44. PSA Observing Practices and Meetings • Is it permissible for Evan to attend a film review session and offensive team meeting? • No. A PSA who is committed to the institution may not observe any off-field or off-court practice sessions. Official interpretation January 14, 2011.

  45. Permissible Audio/Video Materials on Videoboard • May use video board to show PSA video not created for recruiting purposes during a campus visit. • Any video that can be sent to PSA as attachment or hyperlink may be shown on video board. • Video cannot be personalized. Staff confirmation February 16, 2011.

Indirect Offer of Aid • Paige, a junior, is a volleyball PSA. • Coach McCallister sends an email to Paige’s club coach explaining that she wants to offer Paige a scholarship and hopes that Paige will commit to Ojai University during the early signing period. • Paige’s coach is very excited and forwards the email to Paige’s parents.

  47. Indirect Offer of Aid • Is it permissible for Coach McCallister to send the email to Paige’s coach? • No. Prior to August 1 of PSAs senior year, institution may not indirectly provide written offer of aid. Official Interpretation March 4, 2011.

  48. Recreational Activity During Visit • Bill, a men’s golf PSA, is taking an official visit to Ojai University this weekend. • Bill would like to play a round of golf at the country club the team uses for practice and competition with some team members during his visit. • The greens fee for a round is $100.

  49. Recreational Activity During Visit • Is it permissible for Bill to play a round of golf on his official visit? • Yes. Bill may play a round. He must pay the fee. • Coaches cannot organize or observe the activity. Staff determination May 13, 2011.
