  2. Introduction • Fish resources are considered one of the most important food resources that food security depends on. Fisheries comes in the second grade of importance as a natural resource after oil, and a natural renewed resource that has a great social importance. Whenever there is growth in population, there is an increase in fisheries consumption to meet the needs. The fisheries are influenced by two things that are: Natural Factors Human Activity

Kuwait environment policy in relation to environment and natural resources protection • Article 21 of Kuwait Constitution: all Natural wealth and their resources are owned by the state that shall protect and use it properly taking into consideration the state security requirements and the national economy. • Article 2.2 of Law no.94 /1983 stating the establishment of thePublicAuthority of Agriculture and Fish Resources: to supervise fishing operations, and organize it in a way that develops the fisheries resources. • Article 3.4 of the Environment Protection Law no.42/2014: Protect the society, human and living creatures’ health against all activities and exercises that are harmful.

  6. What do we mean by unregulated fishing ? • Fishing in rates that exceeds the marine environment capability to maintain its sustainability, which results in the exhaustion or collapse of the fish stock.

The International Standards Related to Environment: • (ISSAI 5110) related to the guidelines of audit operations execution related to the environment. • Environment Audit Guideline, the 8th ASOSAI Research. • The Audit Guideline on the Fisheries Sustainable Management, performed by the INTOSAI Working Group on Environment Audit (WGEA). • Code of Ethics related to good fishing issued by the UN Food & Agriculture Organization.

Finalize and approve the executive bylaw preparation related to the new environment protection law in order to develop audit mechanisms within the concerned entities according to the most updates. • Set out regulative structures to license non-professional fishers to facilitate the concerned entities control and supervision on the said unregulated fishing impacts. • Set out regulations for importing and exchanging fishing equipment to insure the fishers and other non –professional compliance with the types and numbers specialized for them that shall limit the unregulated fishing.

Organize the random private slipways; supervise its use for trip boats carrying fishing equipment. • The importance for the Environment Public Authority to perform environment database electronic linking with the state entities, and exchange data between each other to develop the environment decision-making mechanism. • Study the amendment of the required bylaws and rules to activate the fishing licenses cancelation mechanism that have many serious violationsregistered against it.

  16. Organize the nets fishing by setting out controls and specifications to reduce its negative impact on the fisheries. • Compliance with the organizing decisions stating the removal of all nets in Kuwait due to its negative impact on fish stock.

  17. Enacting preventive provisions and decisions for fishing violations during the prohibition seasons and the three miles scope. • Establish fixed marine boarders centers to limit the entrance of foreign fishing ships into Kuwait regional water.

  18. Amend the rear traction benthic nets through assembling lateral fishing decrease tools that allow unwanted small fish to go out.

  19. The Impact of Audit Report

  20. SAB of Kuwait hosted on Tuesday, 31/5/2016 a seminar on the fisheries protection with the concerned entities, whereas they discussed the exerted efforts to protect fisheries from unregulated fishing.

Various organizational decisions were issued by the Environment Public Authority Authority (e.g. the closure of the bay, prohibit fish nets, prohibit rear traction benthic fishing nets). • The Ministry of Transportation developed a new auto system to register ships violations. • The Public Authority of Agriculture Affairs and Fish Resources prepared a resolution project related to non – professional fishers controls. • The authority have reduced the excessive fishing using fiberglass ships in replacement of metal fishing ships of high energy. The authority also presented a suggestion to stop the rear traction for two years.
