  1. WFD-Transitional /Coastal (TC) reference layer based on WFD article 5 reporting Objectives • Show issues/results of general relevance for the Eionet community • Encourage countries to review their submitted TC art. 5 data for correctness and to resubmit if there are significant errors

  2. WFD-Transitional /Coastal (TC) reference layer based on WFD article 5 reporting • Background • Examples • Conclusions and recommendations • Questions to countries... Agenda Hans Mose Jensen , Neil Holdsworth & Carlos Pinto (ETC W - ICES)

  3. General applicability of EU policy, Marine and Coastal zone

  4. WISE viewer http://www.eea.europa.eu/themes/water/mapviewers/art5-risk

  5. Background Coastal and Transitional reference layer history • 2005 submission of waterbodies by countries • Compilation by Joint Research Center • 2007 transfer and compilation by EEA for use in WISE viewer Analysis on compliance and quality • 2009 Compliance analysis - WFD art. 5 requirements (DG ENV - SADL/GEO solutions) • 2009 Comment & recommendations on art. 5 TC-GIS layers (ETC W - ICES) • Supplement compliance analysis with regards to TC GIS layers • Comparison of reference layers • Case studies, -from sources to compiled reference layers

  6. Results 4 countries originally selected for case study (Spain, Portugal, Denmark and Sweden) • For sweden the original data submission could not be found in the Common Data Repository (CDR) - EEA kindly request a resubmission • Naming and versioning of submitted files not consistent in CDR Example of naming and versioning for a River Basin District GIS guidance: [Country ID]_[River Basin District]_[Feature set name]_[Date]

  7. 2. JRC compilation 4. WISE viewer 1. Original submission 3. Compilation done for WISE Results - Northern coast of spain, TC water bodies -geometries lost on the way to the WISE viewer

  8. Results - Little Belt, Denmark – TC from two RBD’s Original submission RBD: 42 Original submission RBD: 50 JRC compilation WISE Viewer

  9. Danish example Administrative reform – River Basin Districts

  10. Results – Overlapping water bodies Sweden Spain

  11. Result – Overlap between countries Portugal / Spain

  12. Coastlines - Bay of La Coruña

  13. Conclusions and recommendations • Countries are strongly encouraged to review WFD guidance document 22 for guidance on GIS data • EEA strongly encourages that full polygons are submitted • EEA will provide member states with a recommendation of common definitions for coastlines • It is recommended to focus on a better coordination between RBD’s within a country. EEA encourages NRC to take this opportunity to identify who in their country is responsible for providing the article 5 data and raise awareness of potential quality issues of transitional and coastal water bodies

  14. Questions to countries... For discussion... • Are you aware of the quality of the data submitted for article 5 in your country? - and are you aware of plans to resubmit new data sets in 2010? • Are you prepared to submit polygons rather than centroids for the 2010 resubmission? • Would you be willing to participate in a voluntary update following the 2010 resubmission, if judged necessairy by the EEA?
