  5. Making Government Efficient • Read p. 164 (second paragraph) • What is an example of corruption in local government? • How was the commission system supposed to help prevent this type of corruption?

Democratic Reforms • There are two election periods every year, one in the spring, the other in the fall. • The fall elections are the general elections. • The spring are the “primary election,” or, the DIRECT PRIMARY. • What is the purpose of this election (p. 165) • Do you think there is corruption in our government? • What is an example people use?
