  2. This presentation will… • Address the purpose of the MPA Major Field Test (MFT). • Explain the process of the MFT construction. • Identify inherent strengths of the MFT. • Provide an example of “how” implementing the MFT can assist in assessing learning outcomes.

  3. Purpose and Background of MFT • Everyone can measure – except me. • Where are the weakness? • How do we compare to other schools? • Not just a local test. • Input from all regions: Oklahoma, California, South Dakota, Mississippi, Florida and Virginia.

  4. Building the MPA-MFT on NASPAA Comps • The ability to lead and manage in public governance. • The ability to participate in and contribute to the policy process. • Policy Facilitation: The ability to analyze, synthesize, think critically, solve problems and make decisions. • The ability to articulate and apply a public service perspective. • The ability to communicate and interact productively with a diverse and changing workforce and citizenry.

  5. Theory & Practitioners • Not only from books • Practitioners from various regions • Each team member submits 16 questions • Vote on the best 32 out of 80 questions

  6. Now What? • Fifth Competency finished in August • Scrutinizing for clarity with MPA graduates/adjuncts. • Graduate of Harvard’s MPP Program • Sampling with students • Questions?
