  2. What: Large Offshore Floating Platforms Lawrence Livermore National Laboratory Float incorporated

  3. How: Utilizing Port Technology Advances • Multiple Lift Port Cranes (3&4 Lift available) • In use in China • 100+ moves/hr • 120T lift capacity • Outreach 65m • Integrated Logistics Control Systems • In use at worlds largest ports • Container tracking • Automated Loading/Stacking • Automated Guided Vehicle • VLFP Technologies • DARPA contracted Float Inc., to develop PSP technology in 1990’s Lawrence Livermore National Laboratory

  4. Off-Shore Cargo Inspection & ScreeningProvide Platform for Cargo Transfer, Inspection & Ship Services Pneumatically Stabilized Platform (PSP) • Couple PSP technology with LLNL core capabilities in computing, engineering and WMD detection • DARPA contracted out to Float Inc., to develop PSP floating platform technology in 1990’s • Project was successful and moved to US Navy for application to Mobile Operating Platform • Technology is not suitable for cost-effective mobility • Funding dropped • However technology should be evaluated for off-shore port concept Lawrence Livermore National Laboratory Float incorporated

  5. Benefits Economic Security Most efficient way to move cargo across ocean Most efficient way to move cargo domestically Modern port expedites cargo handling by days Reduces domestic port infrastructure investment needs Improves environment Increases tariff collections Improves US Merchant Marine Allows shipment tracking & security Offshore inspection of cargo Inspections under US domain Maintains critical infrastructure Allows relocation of existing investments to improve border security Acts as an overall deterrent Dovetails nicely into existing government strategies (DHS, DoT, DoC, EPA, DoD, DoE) Technology improvements in detection capability rolls out to 5 platforms Lawrence Livermore National Laboratory
