Alcohol in Ireland - Key Trends • Increasing alcohol consumption *Source: MEAS -1990 - 2001, +52 % • Level of under-age drinking *Source: HBSC survey -experimentation before age 12 • Adult binge drinking * Source: National Lifestyle Survey (SLÁN) - more than half of 18-24 y.o. - more female than male

RSA Background • Irish National Alcohol Policy 1996 • Framework developed by; • Department of Health and Children • National Alcohol Surveillance Project • Drinks Industry Group • National survey of publicans with support and participation from representative organisations • Responsible Serving of Alcohol (RSA) programme developed, funded by Health Promotion Unit.

Key industry issues from survey • How to prevent alcohol sales to under 18s • How to refuse to serve intoxicated customers • How to handle difficult customers • How to identify signs of increasing intoxication • Facts about alcohol and its effects on the body • Ways to prevent customers becoming intoxicated • Alcohol and the law • Co-operation with the authorities, especially the Gardaí.

  5. RSA Programme • Target audience • Owners, managers & operatives in licenced premises • Funding • Mature Enjoyment of Alcohol in Society Ltd. (MEAS) • Health Promotion Unit in Department of Health & Children • Nominal contribution by participant or their company • Promotion • Most effective through industry representative groups.

  7. RSA Programmme Programme Aim • Short workshops to effect attitudinal change, and increase factual information • Benefits of responsible service • Emphasising moderation in consumption.

  8. RSA Programmme Content • Alcohol facts and physical effects • Alcohol and the law • Monitoring the bar area • Case studies / role play • Application of learning • Development of policies and procedures.

RSA Impact • 2001/2002 - 1,112 participants • 2003 - estimated 1,400 participants • 2004 - inclusion of training centers and colleges to raise participant numbers by 1,000 • Review of delivery mechanism • Feedback and independent evaluation indicates over 85% average satisfaction to date • Media interest is positive • Expansion towards hotel and nightclub sectors.

  10. RSA Review • Review scheduled for 2004 between partners • Qualitative and quantitative research towards participation, industry awareness and establishments with policies in place.
