Objectives Master Plan • Coordinated deployment of RIS Framework Directive through agreement with relevant authorities on: • Strategies for RIS Implementation • RIS services to be implemented and operated • Organisation for implementation and operation of RIS • Legislation related to RIS • Time and financial plan for implementation

  3. Objectives Master Plan • Coordinated deployment of RIS with reference to • National and regional planning of RIS elements • Horizontal issues to reach coherent RIS services on the interconnected waterway network • Co-financing possibilities of TEN-T and other subsidy programmes

Master Plan IRIS; contents • Inventory of RIS in operation for each member state • Inventory of RIS elements that are conform standards and that are not conform standards • Annual budgetary plans for RIS projects in Europe for every financial year between 2005 and 2010 • International plan for coordinated implementation • Proposal for international organisation structure for harmonised implementation • Information collected via questionnaires indicating national implementation activities and annual budgets.

Master Plan IRIS: Outcome • Complete inventory of national and international implementation projects • Basis for required support from the TEN-T programme and subsidy programmes of DG RELAX (TACIS, CARDS) and DG Enlargement (Phare, ISPA etc.) • Road Map for harmonised implementation of RIS in line with RIS framework directive and beyond

  8. Master Plan IRIS - Responsibilities • Separation of work between NL and AT • NL will be responsible for Rhine-Seine Region and isolated waterway systems • AT will be responsible for Danube region • Including Czech Republic • Close co-operation with German Danube is ensured

Parallel activities to be considered • Studies and projects initiated by the European Commission • PINE - Prospects of Inland Navigation in the Enlarged Europe (2004) • SPIN – European Strategies to Promote Inland Navigation (2002-2005) • COMMUNICATION ON THE PROMOTION OF INLAND WATERWAY TRANSPORT • Integrated European Action Programme for Inland Waterway Transport • Proposal of European Commission expected Autumn 2005

Follow up of IRIS Masterplan (2/3) Project Proposal: Implementation of RIS on the Danube Overall Objectives: • Fulfill requirements of EU Directive on the Danube with EU co-financing Detailed Objectives: • Implement missing AIS shore Infrastructure in AT, SK, HU • Implement electronic reporting infrastructure in AT, SK, HU • Set up hull registers in AT, SK, HU • Reach agreement on data exchange • Implement waste management and calamity abatement service • Define co-financing program for commercial RIS users • Support non-EU countries in set up of related projects

Follow up of IRIS Masterplan(3/3) Project Proposal: Implementation of RIS on the Danube European Co-financing: • TEN-T for EU member states (AT, SK, HU) • Phare, ISPA, CARDS, TACIS for candidate (BG, RO) and third countries (HR, CS, UA) in related projects Time-schedule: • Proposal in TEN-T Call submission 06/2005 • Decision of TEN Committee 10/2005 (?) • Start of activities in EU member states 01/2006 • Prepare Project Fiche for Phare/ISPA and agree with national authorities (BMA,…) ASAP • Start of related projects in Danube countries (BMA,..) 01/2006 • Conclusion of activities 12/2007
