  2. The Challenge in Context • Jobcentre Plus is a large scale, high volume business delivering help and benefits to 490,100 South East claimants of working age. Comprised mainly of the following 3 groups. • 68,210 jobseekers • 235,850 people with health condition/disability • 76,010 lone parents • 9,900 vacancies are notified to Jobcentre Plus South East every week. • Key challenges for South East include: • Dramatic changes in the Labour Market • Rising Registers • Increase in redundancies, and • Reducing opportunities for our customers

What has Happened so far… March 2007: Chancellor announces Local Employment Partnerships (LEPs) with 5 major retailers – Asda, B & Q, Marks & Spencer, Sainsbury’s and Tesco July 2007: Key component of the “In Work, Better Off” Green Paper on the next steps to full employment July 2008: Partnership Agreements Strong Ministerial support and intensive Ministerial campaigns – now includes awards – SE Awards planned for March 09 – nominations Oct 08 High profile marketing – the “UP” (Untapped Potential) campaign

What is a LEP? • A “working in partnership” arrangement LEP definition: Employers are required to give a verbal or written commitment to working with Jobcentre Plus to place priority customers into work. Employers may also choose to use any of the nine LEP options aligned to support recruitment, retention and development of skills within the work place.

  5. Simply does it! Options are: • Offer Work Trials • Offer a target number of places for disadvantaged customers • Pre-employment Training • Guaranteed interviews • One to one employer mentoring • Revise their application processes for LEP customers • Offer flexible working patterns • Offer further training for LEP customers once in employment • Providing facilities for group seminars – focusing on lone parents Use the options as your “bag of tools” BUT keep the message simple – priority customers We will support partners to explain these measures and provide marketing materials

  6. Bag of Tools…… A LEP offers an employer added value in:> Recruitment > Retention > Strengthening workforce skillsFlexible; no costs; no risks. And Awards!

  7. Bag of Tools…… A LEP doesn’t have to include one of the options.> Can build the LEP in stages. > First make the initial agreement on the basic principle of working with us. > With all employers you market to!

  8. Other Support we can offer > Incentives such as ‘in-work benefits’ that help the transition from benefit to work. > Advertise vacancies at no cost.

  9. What do we want from Employers? > Not a lot! > Give our priority customers a fair crack. > No preferential treatment. No positive discrimination. Selection down to the employer.

  10. Massive context: Welfare Reform > Full employment > Eradicating child poverty> Stronger communities> Developing skills> Filling vacancies > Getting people off benefitsIntegrated employment and skills

  11. Untapped Potential > Lone Parents> People with health conditions & disabilities> JSA 6 months+> JSA New Deals> ‘Harder to help’ people> People in Employment Zones> People in Disadvantaged Area Wards

  12. LEPs are central to your agenda > More opportunities for your clients > More employers willing and able to take your clients > More opportunities to sell your services to employers No extra work!

  13. How can we do this? > Sell LEPs to employers > Place customers with LEP employers> Work together > Single point of contact – hide the wiring
