Australian Scholarships Political context and rationale Overview of Australian Scholarships • A$1.4 billion Australian Government initiative • Announced by Minister for Foreign Affairs on 26 April 2006 as part of the White Paper • Funding part of doubling of Australia’s aid by 2010 – announced by the Prime Minister in Sept 2005 • Continues spirit of the Colombo Plan – benefits of common purpose and understanding to the region

Australian Scholarships: Political context and rationale • Australian Government initiative to promote sustainable development and excellence in education • Over 19,000 scholarships and fellowships over five years • Australian Scholarships brings together under one umbrella scholarship programmes managed by AusAID and DEST

Australian Scholarships: Political context and rationale Australian Scholarships: Political context and rationale • Australian Scholarships has a high profile and receives strong support within the Australian Government • Overseen by inter-departmental committee (IDC) • Aiming to develop a prestigious programme with awards keenly sought by high achievers • AusAIDassists developing countries reduce poverty and achieve sustainable development, in line with Australia's national interest. • DEST provides national leadership in education, science and training. The department aims to strengthen and diversify national and international linkages and collaboration; and raise international recognition of the quality of Australia’s education, research and training

Australian Scholarships Objectives • Promote improved governance and economic growth • Enhance knowledge and innovation in areas of shared critical interest • Expose participants to new ideas and perspectives • Enhance mutual understanding • Build enduring linkages and partnerships between Australia and the region

  5. Australian Scholarships Programmes • Australian Scholarships include: • Australian Leadership Awards – ALA (AusAID) • Endeavour Programme (DEST) • Australian Development Scholarships – ADS (AusAID)

Australian Scholarships Monitoring & Evaluation Framework • Monitoring and Evaluation (M&E) – key component of Australian Scholarships • Joint M&E Strategy – developed by AusAID and DEST • M&E activities include: • Australian ScholarshipsStudent Survey • Australian ScholarshipsAlumni Network (ASAN)

Australian Scholarships Alumni Network • All awardeeswill have theopportunity to participate in the Australian ScholarshipsAlumni Network (ASAN) • ASAN will : • build a strong, enduring regional network • enable alumni to communicate and work together on issues of shared concern • extend and continue education, research and professional development links and experience

Australian Scholarships Marketing & Communications (M&C) Strategy • Australian ScholarshipsM&C Strategy provides: - overarching framework - brand recognition - consistent messages • Common branding - reinforce umbrella programme concept. • Strong, classic design - emphasise prestigious nature of awards • Suite of Tools - available for promotion

Australian Development Scholarships • Australian Developmental Scholarships (ADS) – existing and expanded programme • Key bilateral programme – directly aligned with country programme strategies • Funding – for long term study within Australia • Flexible programme – broad range of study levels (TAFE, Undergraduate, Postgraduate) • ADS candidate selection –strongly influenced by partner governments – undertaken in-country

  10. Australian Leadership Awards • Australian Leadership Awards (ALA) Programme includes: • ALA Scholarships • ALA Fellowships • New programme • ALA’s aim to develop leadership, build partnerships and linkages in region • ALA award recipients are drawn from public, private and community sectors

Online Australian Scholarships Information Systems OASIS – Project Phases • OASIS – 4 phases: • Phase 1 – ALAS online Application Submission • Phase 2 – ALAS Online Application Assessment • Phase 3 – Student Management • Phase 4 – Alumni and WoG Reporting • Feasibility of including ADS and ALAF application and assessment processes – also being investigated
