  2. Background • The Intermodal Surface Transportation Efficiency Act of 1991, also known as ISTEA, was a major departure from the way state, local and federal transportation officials administered transportation programs.

  3. Background • TEA-21 is built on the successes of the past six years and did not undo the solid foundation established by ISTEA. • TEA-21 incorporates many program changes and improvements which will provide additional flexibility and authority over our transportation systems.

  4. Funding Summary • Funding levels are designed to spend all revenues received into the Highway Trust Fund. • “Guaranteed funding” will be provided based on the level of Highway Trust Fund revenues.

  5. Highway Programs The act retains the following core programs established in ISTEA:  Interstate Maintenance National Highway System Surface Transportation Program  Bridge Rehabilitation and Replacements

  8. Funding Summary • Authorizes $218 billion over a six year period ( FY1998 - FY2003) with the following breakdown: Highway $169.5 billion Highway Safety 1.7 billion Transit 42.0 billion Motor Carrier Safety .6 billion Research 2.9 billion Miscellaneous .5 billion

  19. Current Enhancement Program • 10% of total STP set aside for Transportation Enhancements • Current Program Process - 50% programmed by MPO/RPA process - MPO/RPA targets provided - 50% programmed by Statewide process - statewide application process - three advisory committees

  20. Current Enhancement Program • Changes in TEA-21 - Must “relate to transportation” - Eligibility expanded to include wildlife mortality - welcome centers for scenic/historic highways - safety/education programs for bicycle/pedestrian - transportation museums

  21. Proposed Enhancement Program • Statewide program process used for all required set aside -- 10% • No enhancement targets for MPOs/RPAs - can stillprogram enhancement projects but would use regular STP funds • offset MPO/RPA enhancement targets with increased STP target - equivalent amount (i.e., 10% increase in STP targets) • Benefits - decrease administrative costs - focus on broader statewide strategy for enhancements

  22. CMAQ/ICAAP • Current Program - Iowa is an important state - CMAQ funds can be used for any program - ICAAP supported by equivalent of CMAQ funding -fulfills spirit of CMAQ -focus on congestion reduction and air quality -statewide application program

  23. CMAQ/ICAAP • Proposed Changes -None to the ICAAP process -The expected increase in CMAQ funding can support -ICAAP at current funding level -new program focused on ITS improvement

  24. National Highway SystemDistribution Formula • 25% - lane miles of principle arterials • 35% - vehicle miles on principle arterials • 30% - diesel fuel on all highways • 10% - lane miles of principle arterials divided by state’s share of pop. • Iowa’s share is 1.61%

  25. Surface Transportation ProgramDistribution Formula • 25% - lanes miles on federal-aid highways • 40% - vehicle miles traveled on federal-aid highways • 35% - contributions to the Highway Trust Fund • Iowa’s share is 1.44%
