SBE Meeting Update CAASPP • CAASPP students reports for 2016 • The reports were approved with minor language changes. • Will include two years of scores with the ultimate goal of including three years of scores • Individual student reports due back to LEAs three weeks after the entire student test is complete. • PDF student reports will be available. • LEAs should receive paper reports five weeks after the close of the LEA’s testing window.

SBE Meeting Update CAASPP Smarter Balanced Target Reports for 2015 and 2016 • Smarter Balanced 2015 target reports will be released in late February. • ETS will have training sessions on how to properly understand and use Smarter Balanced target level information. • 2016 Smarter Balanced target data will be released. Smarter Balanced Classroom Activity • Summative assessment classroom activity is not required this year.

SBE Meeting Update Smarter Balanced Improvements – Tony Albert • More details for parents on how to read results online. • Link summative results to Digital Library resources. • For languages other than English and Spanish, explore options of using pictures to explain results. CAASPPP – CAA • CAA Performance Level Descriptors – general descriptors were approved. • Training test to be released on February 29, 2016. • Set test window for this year of April 11 to June 17. • CAA reports will be produced in the fall after standard setting has occurred and performance levels are adopted • Test is still in a transitional phase.

SBE Meeting Update • State Superintendent Torlakson will make a recommendation to the SBE in March 2016 about the future of the CAASPP system. • identifying key assessments in certain subject areas or grade levels. • supporting LEAs in their use of other assessments without them becoming part of the statewide system • The SBE approved the CDE’s recommendation to update and revise the eligibility criteria for the Golden State Seal Merit Diploma to align with CAASPP.

  9. SBE Meeting Update CELDT/ELPAC • CELDT training will begin in April – registration opens February 24. Priority to first-time coordinators. • ELPAC development is underway: • General performance level descriptors were approved – two intermediate levels and one level above and one level below • Small scale pilot took place in December – was very successful • Field test will occur in spring 2017 • CELDT still be administered in the fall of 2016.

  10. SBE Meeting Update Accountability- Every Student Succeeds Act (ESSA) • States now in the driver’s seat. Much more authority to make decisions, choose standards and assessments, goals, and means of accountability. • States also responsible for enforcing many requirements (though subject to ED regulation). • The “big acronyms” have been eliminated. No more AYP, HQT, or SES (Supplemental Education Services). • New limitations on Secretarial authority. Especially around State plans, waivers.

SBE Meeting Update Accountability - Every Student Succeeds Act (ESSA) • New State accountability systems (and related interventions) take effect in school year 2017-18 per law. • State accountability systems effective until August 1, 2016 (but continue to support priority/focus schools and those in improvement).

  12. SBE Meeting Update Accountability • SBE approved CDE’s recommendation to seek a waiver of the AYP provisions of ESEA so that California does not need to publish additional AYP reports or identify any new schools or LEAs for PI, and of the Supplemental Education Services (SES).
