BASIC FACTS • Census - 108,000 • Accepted estimations- 450,000 Roma citizens of Serbia • 6 times poorer than the average population in Serbia;10% of Roma below the extreme poverty line • Some 45% are under the age of 20 • Some 60% never finish elementary school • Their unemployment is 2 times higher than the average;90% of the employed Roma are unskilled workers • Roma are affected four times more than others by diseases • In 2002, there were around 600 Roma settlements in Serbia, with 270,000 inhabitants. Some 300 were in urban areas, others were suburban or rural. • 44% were slums and unhygienic settlements, 45% of settlements were somewhat developed. Only 11% of settlements were developed.
Strategy and Action Plans Revision • 2002 - Strategy first draft • 2005 - Decade of Roma inclusion adoption of 4 priorities AP • 2008 – Revision of Strategy and 12 AP • 2009 March/April – Planned Adoption by Government • Participatory approach • Working groups consisted of representatives appointed by: • Line Ministries of the Government of the Republic of Serbia • National Council of the Roma National Minority • NGOs • International/intergovernmental organizations/agencies • Experts from various institutions/organizations
Structures for Implementation and Monitoring • Council for Improvement of Roma Position and Implementation of Decade of Roma Inclusion of the Government of Serbia • Office for Implementation of Roma Strategy within the Ministry of Human and Minority Rights • Office for Roma Inclusion of AP Vojvodina • Re/establishing working groups for implementation of Strategy and Action plans within line Ministries • Local coordinators for Roma issues in 42 municipalities • National Council of Roma National Minority, League for Decade, Roma Women Network • Beginning of development of monitoring and evaluation framework for 4 Decade Action Plans with support of UNDP
Implementation in 2009 • Proposed budget for Strategy and AP implementation in 2009 was 1.141.062.000 CSD After adoption of budget for 2009, total budget for Strategy and AP implementation is decreased to 572.475.000 CSD • Projection for 2010 - 1.456.645.000 CSD; • 2011 – 1.822.144.000 CSD;
Budget 2009 • Education – 51.500.000 CSD • Housing – 20.000.000 CSD • Employment -255.000.000 CSD • IDPs - 155.000.000 CSD Regular services provided by Commissariat for Refuges (only for Collective centers-according their estimation 20 % of population are Roma) • Readmission and Personal documents - without special recognized budget
Budget 2009 • Social insurance and protection – 7.000.000 CSD • Health protection- 25.000.000 CSD • Women- without special recognized budget • Media and information- 16.500.000 • Culture – 7.475.000 • Political participation and representation- without special recognized budget • Combating discrimination- 30.000.000 CSD
