MICRO-PROJECT IMPLEMENTATION STAGES Beginning /Preliminary Stage This is the period immediately after the release of fund communities are expected: • Study the content of the CDP as related to the project plan and promptly inform the SA/LGRC of any likely changes, • Site/ Geophysical survey(Water and Electricity projects) • Assign responsibilities among committee/ sub- committee. • Negotiate with relevant service provider/artisans • Commence land preparation • Procure adequate materials necessary for the assignment • Open relevant books of account • Consult the desk office for support • Begin the process of documentation of events

  5. MICRO-PROJECT IMPLEMENTATION STAGES CONTD….. DURING IMPLEMENTATION This is the time communities are expected to move to site and commence the process of excavation and digging, Block setting, casting of lintels, plastering and flooring, construction of roof and roof members etc planting/dressing of poles(Electricity Project) Purchase of transformer(Electricity), Drilling of water depth(water project)etc. Role of Communities : • To provide necessary materials and tools for the engaged artisans • Invite the LGRC desk Officer representative (Works Department) • Follow the work plan according to the target milestone • Follow environmental safeguard plan • Provide allowances wages for artisans engaged • Provide guidance concerning the project plan for the artisans Role of Supervision and Monitoring : • Frequent visits to meet communities at site • Provision of adequate technical back up to ensure the use of quality materials good mortar mix for the structure , appropriate hole depth, Strength of beams precision, quality of roofing wood and sheet and accuracy on specifications and structures and materials • verification of adequacy of books of account and assistance to correct errors when necessary and ascertaining the genuineness of receipts and guidance on proper retirement procedure • Ensuring that communities follow proper procurement procedures

  6. MICRO-PROJECT IMPLEMENTATION STAGES CONTD Completion Stage • This is the time when a project is said to be complete and it has to be commensurate with the total fund accessed. Then, final touches such as: • painting, fitting of electrical and plumbing installations • construction of drainage measures • landscaping and other ancillary facilities such VIP toilet, water, and Incinerator would be added to the structures. Role of Communities: • Invite the LGRC desk Officer representative (Works Department) to ascertain the quality of work • Ensure that facilities that would make the project functional are in place • Design proper operation and maintenance plan • Write and submit project completion report relevant to the project Role of Supervision and Monitoring Team: • Ascertaining good quality of materials used • Ascertaining adequacy of spacing of the ancillary facilities • Ascertaining the genuineness of receipts and guidance on proper retirement procedure • Ascertain Communities’ compliance with environmental management plan and given milestone • Formally hand over project to communities /sub committees

Digging of holes and 1 week construction of transformer housing Planting of poles 1 week Stringing of poles 2weeks With wires and insulators etc. Concreting base of poles 1 week Installation and connection 3 weeks to the national grid • geophysical survey 2 days • Site clearing 1 day • Drilling work 1 week • Completion 1 week • pump testing and 4 days testing of water quality. • Pump installation 1 week • Training of artisans 1 week

Supervision and its planning • for a project to succeed , adequate and timely supervision is essential. • supervision may not commence immediately after the release of fund until at least two weeks when the cheques would have been cleared ,procurement of materials and holding consultation with relevant service providers in preparation for implementation proper has been done. • Thereafter a week to 2weekly milestone plan have been designed to ascertain how well the communities are following their own work plans as well. • Regular supervision of the micro-project will be provided by CPMC, OOs and where relevant, LGA officials will work closely with the community in order to transfer skills to the members of the community. • Technical staff of the SA and line ministries will also provide regular monitoring. • schedule of visits by the LGRC/LGA, SA and line ministries shall be developed not later than two weeks after the approval of the CDP.

Critical Stages for Supervision • Milestones: relevant officers would be at site to note the specific milestones and advice the communities where necessary, to prevent wrong approaches. • Standard and specifications: supervisors would ensure that technical guidance are provided to ensure compliance/adherence to standards and specification for the quality of work • Work plans and Budget :The purpose of this is to enable communities adhere strictly to their work plans and budgets in order to prevent materials mismanagement and misappropriation of fund. • Procurement Procedures: One of those things a supervisor would want to know is the processes through which the communities procurements were made and documented

  15. Critical Stages for Supervision • Monitoring and Evaluation: The supervisor would want to know the frequency , adequacy of the CPMCs site supervision of their projects and how well they are meeting their set targets/goals. • Disclosures: Supervisor(s) shall ensure that a disclosure board is mounted at every project site as a sign of transparency. • Retirement of receipts: the supervisor would ensure that communities adherers to rules binding procurement of goods and services where receipts are collected, collated and used as part of evidences for the request for more reimbursement of tranches • Reporting and replenishments: the supervisors would facilitate replenishment of funds as and when required after ascertaining that communities have properly documented their activities in form of regular reports of actions and events

  16. Exercise : Planning Your Own Supervision Schedules • Looking at your community work plan, do your 3 months supervision activities schedule. • Divide responsibilities among CPMC/Sub committee members using the following procedures.
