Drowning Prevention Plan Overview • Public Awareness Study to be conducted by Nova Southeastern University in Miami-Dade County • Drowning Prevention Message and Campaign Materials • Miami-Dade (MDCHD) and Broward County Health Departments (BCHD) have agreed to use the same message for the upcoming drowning prevention campaign

Drowning Prevention Plan Overview • Miami-Dade County Injury Surveillance System epidemiologists reviewed medical examiner records of drowning deaths that occurred over a 5 year period (2000-2004) to county residents aged 0-4. • Two resounding topics arose from this investigation: • 1) Swimming pool barriers • 2) Direct supervision

  5. Drowning Prevention Plan Overview • Issues identified concerning pool barriers included: • 1) There was no barrier present. • 2) There was a barrier, but it was not working properly (door not closing properly), was in disrepair (holes in fence) or was left open.

Drowning Prevention Plan Overview • Issues identified related to direct supervision were: • 1) Parents left child under the supervision of a sibling or other young child • 2) Parents assumed child was playing or in house with all the other children • 3) Parents did not keep constant eye contact with child (they were distracted with dishes, bathroom, computer, etc)

Drowning Prevention Plan Overview • The BCHD developed a drowning prevention message and logo emphasizing three layers of protection including: • 1) Barriers • 2) Direct adult supervision • 3) Preparing for an emergency • Furthermore, the BCHD will allow the MDCHD to use the drowning prevention message, logo, and all related materials they developed.

  8. Drowning Prevention Plan Overview • Media Campaign • Make a press release • Place advertisements on: • Miami-Dade County Transit Buses • Miami-Dade County Transit Metrorail • Bus stop shelters • Billboard • Local newspapers • Radio • Health Care and Child Care Centers

  9. Drowning Prevention Plan Overview • Community partners • Safe Kids • Injury Free Coalition for Kids • Dade County Injury Prevention Coalition • Weed & Seed

  10. Drowning Prevention Plan Overview Target Community • The MDCHD produced a GIS map of drowning and near-drowning incidents among Miami-Dade County residents 0-4 years of age from 2000-2004. • Seven zip codes with six or more drowning/near-drowning events were identified.

Drowning Prevention Plan Overview • Four zip codes (33176, 33177, 33157, 33175) are located in southern Miami-Dade County and three (33161, 33162, 33169) are located in northern Miami-Dade County. • Municipalities involved include: Miami Gardens, North Miami, North Miami Beach and Palmetto Bay.

  12. Campaign Plan Objectives and Timeline Goal: Reduce drowning deaths to children 0-4 years of age in Miami-Dade County target community.

Campaign Plan Objectives and Timeline • Objective 1: MDCHD will establish an OPS Health Educator position by December 31, 2006 to coordinate and implement the drowning prevention campaign. • Objective 2: MDCHD will select a target community by January 15, 2007. • Objective 3: Nova Southeastern University will complete quantitative study to assess the public awareness concerning drowning in target community by February 28, 2007.

Campaign Plan Objectives and Timeline • Objective 4: MDCHD will revise, update, and translate (Spanish and Haitian Creole) drowning prevention campaign materials to reflect findings from quantitative study by March 15, 2007. • Objective 5: MDCHD will conduct a qualitative study to evaluate drowning campaign materials by March 30, 2007. • Objective 6: MDCHD will establish community and corporate partners in target community by April 5, 2007.

Campaign Plan Objectives and Timeline • Objective 7: MDCHD will produce materials for drowning campaign by April 15, 2007. • Objective 8: MDCHD will deploy drowning prevention campaign in target community by April 30, 2007, which will be ongoing through June 30, 2007. • Objective 9: MDCHD will evaluate and assess impact of drowning prevention campaign in target community by September 30, 2007.

Budget • OPS position $ 24,300 ($45,000 salary + 7.65% fringe OPS position/ 6 months) • Public Awareness Survey $ 5,000 (Nova Southeastern University) • Laptop computer $ 3,000 • Travel $ 1,300 [miles (100 miles/week) * 26 weeks * .45 cents/mile, tolls and parking] • Materials Production and Advertisements $ 33,900 • Evaluation and assessment $ 7,500 _______________________________________________________________ Grand Total $ 75,000
