Approval of Dynamic Scheduling Language in Day-Ahead Market at TAC Meeting

During the recent TAC meeting, a motion to add language regarding dynamic scheduling to the PUCT filing was approved with 22 votes in favor and 6 abstentions. Market participants recognized the need for further development of dynamic scheduling under the integrated model. The aim is to accommodate dynamic schedules for NOIEs in a way similar to ERCOT Protocols as of October 2003, ensuring that such scheduling does not impose additional costs on non-participating market participants. Several motions to recommend various models, including hybrid options, were ultimately rejected.

Dynamic Scheduling A motion to add the following language to the “Preamble” of the PUCT filing was approved with 22 votes in favor and 6 abstentions: The market participants have determined that the issue of dynamic scheduling under the integrated model warrants further development. It is the intent of the market participants to accommodate dynamic schedules for NOIEs, under any day-ahead market model, in a manner similar to the methodology provided for in the ERCOT Protocols as they exist in October 2003, so long as Dynamic Scheduling does not result in additional uplift to market participants that do not engage in Dynamic Scheduling

Day Ahead Market • Motion to recommend Integrated model (with modified language) failed 12-17-1 • Motion to recommend Auction model failed 18-10-2 • Motion to recommend Auction model with commitment to explore alternatives which may lead to a ‘hybrid’ model, failed 18-9-2 • Motion to recommend filing both models failed 16-12-2
