  5. Dialogue • What do you see as the key development priorities for the UN in Cambodia? • What do you see as the comparative advantage of the UN in Cambodia? • Where do you see opportunities for UN leadership, collaboration and partnership in Cambodia?

  6. What is comparative advantage? (1) the mandate to act (2) the capacity to act (3) the positioning to act better than others. There must be capacity – staff, resources, expertise and an established track record of success, but these in themselves are not sufficient. The UN system must be seen, objectively, as being able to act better than any other development actor in the country on a specific issue.
