  1. GEF-5 Current IW Options Informal STAP Presentation on a GEF work-in-progress IW:Science Macao 27 January 2010

  2. GEF-IW • Delivers global environmental benefits • Programmatic methodology • IW lacks a guiding multilateral environmental convention • IW is not readily put under a RAF/STAR • Resource Allocation Framework • System for Transparent Allocation of Resources

  3. GEF-3 and 4 Allocations

  4. GEF-5 Replenishment Scenarios • GEF-5: July 2010- June 2014 • GEF-4 • $3.1 b: IW: $0.355 b • GEF-5 Current Scenarios • $4.5 b: IW $0.450 b • $5.5 b: IW $0.550 b • $6.5 b: IW $0.660 b • GEF-5 Programming by Focal Area TAGs

  5. GEF-5 IW Proposed • Long-term IW Goal: Promotion of collective management of transboundary water systems and implementation of the full range of policy, legal, and institutional reforms and investments contributing to sustainable use and maintenance of ecosystem services. • Impact: Multi-state cooperation catalyzed to address concerns of transboundary water systems for most every continent and ocean with special impact on rebuilding marine fish stocks and protecting “blue forest” coastal habitat globally

  6. GEF-5 IW Proposed • Objective 1:Catalyze multi-state cooperation to balance conflicting water uses in trans-boundary surface and groundwater basins while considering climatic variability and change • $150m, $170m, $200m • Objective 2: Catalyze multi-state cooperation to rebuild marine fisheries and reduce pollution of coasts and Large Marine Ecosystems (LMEs) while considering climatic variability and change • $200m, $240, $270m

  7. GEF-5 IW Proposed • Objective 3: Support foundational capacity building, portfolio learning, and targeted research needs for joint, ecosystem-based management of trans-boundary water systems • $100M, $125M, $125M • Objective 4:Promote effective management of Marine Areas Beyond National Jurisdiction (ABNJ) directed at preventing fisheries depletion --joint with GEF Biodi Focal Area • $0M, $15M, $40M

  8. GEF-5 IW Proposed • Objective 5: Undertake pilot-scale demonstra-tions of pollution reduction from Persistent Toxic Substances (PTS) , especially endocrine disruptors--joint with Chemicals Focal Area • $0M, $0M, $25M
