Gross  24 government delegates (White House, State, NTIA, NASA, FCC)  25 private sector delegates (Access Partnership, American Radio Relay League, Boeing, Cable & Wireless, Cisco Systems, CompassRose Int’l, Coudert Brothers, Intelsat, Iridium, ITXC, Lockheed Martin, Lucent Technologies, Neustar, PanAmSat, Qualcomm, Teledesic, Telecommunications Industry Assoc., TMG, Wilkinson Barker Knauer, WorldCom)

  3. 2002 ITU WTDC  March 18-27, 2002 in Istanbul, Turkey  1,349 delegates from 153 countries  56 telecom regulators

  4. FCC Goals • 1. Promote implementation of national policies to speed buildout of telecom infrastructure • 2. Emphasize importance of a well-trained telecom workforce • 3. Focus on private sector as key to development solutions

  5. Major Achievements 1. Adopted US proposal to study domestic enforcement 2. Adopted US proposal to study satellite regulation 3. Revised Regulatory Reform Program

  6. Training and EducationInitiatives  New focus on training and education  ITU and USTTI plan to sign Memorandum of Understanding  10th Annual ITU Women’s Session

  7. Role of Private Sectorin Development  Commissioner Martin emphasized private sector has “the agility and expertise” to create telecom development solutions  Conference renewed the mandate of the Working Group on Private Sector Issues and re-appointed U.S. chairperson

  8. Least Developed Countries (LDCs)  Program on LDC’s adopted, many already assisted through the FCC International Visitors Program  FCC advocates transparency and accountability in development efforts
