Big Goals of SERP • Approval of the CFPA (Consolidated Federal Programs Application) to ensure relevant and realistic goals are tied to student outcomes • Increase state level support to low-performing schools across the state • Focus use of federal dollars on improving student outcomes • Shift from compliance-driven to more needs-driven programming • Change conversations around federal expenditures

SERP Overview: Selection and Location • District Selection Criteria • All districts with an accountability rating of “F”; • All schools rated as “F”; and • All schools rated as “D” are under consideration for review pending 2014 Accountability results. • Location of SERP • regional meetings (north, central, south) for face-to-face conversations • Exceptions will be considered, as needed

SERP Overview of Teams • District Team • Superintendent • Federal Programs Director • Principal(s) of low-performing school(s) • Optional additional team member (i.e. Business Manager, Curriculum Director or Board Member). • Note: These four positions may participate on a phone interview; others may observe but not participate. • MDE Team • SERP Team Leader • Priority School/At-Risk Team Member • OFP staff as needed

Guiding Information and Supporting Documentation Remember the ultimate goal of the SERP is to assist districts in ensuring all federal resources are used efficiently to positively impact student achievement. Therefore, the following questions are provided to initiate the SERP review conversation. The SERP review panel may ask additional probing questions in an effort to meet the overarching SERP objectives.

  16. SERP Questions • Describe the factors that caused your school(s) to be designated as “D” or “F” (include supporting data). Suggested Resources For school years 2010-11, 2011-12, and 2012-13 provide: • Test data analyzed by school and by subgroups provided in chart form • MCT2 and SATP • Measures of Academic Progress (MAP) • End-of-Year grade point distribution by elementary classrooms and middle/high school subjects

  17. SERP Questions • Did MDE provide written recommendations during last year’s review? If yes, provide evidence of implementation of recommendations. Suggested Resources • List recommendations • Evidence of implementation • Data to support impact on student achievement

  19. SERP Questions • How has the district modified its use of federal funds over the past year? Please provide specific examples of data driven, research-based expenditures. Suggested Resources • Researched-based data supporting decisions on effective instructional use of federal funds • Objective data showing the impact of the supplementary instructional funds by school • Evidence of changes in use of federal funds not showing direct impact on student achievement • Research-based data showing impact on student achievement as a result of the support of school instructional staff, i.e., lead teachers, social workers, counselors, nurses, education media and technology

  20. SERP Questions • What specific components of the previous year’s Consolidated Federal Programs Application/Schoolwide Plan are continuing in the upcoming year? What evidence supports these decisions? Suggested Resources • List major instructional and support components of the CFPA and schoolwide plans for each of the three previous school years • What professional development has occurred to ensure teachers’ understanding and implementation of the instructional component? • How often is professional development provided and by whom? • Data driven evidence supporting the continuation of each component • Describe the major changes, if any, in use of federal supplementary funds over the past three years • How many interactive technological instructional program systems are in place?

  21. SERP Questions • If applicable, what specific new components are being added to the FY15 Consolidated Federal Programs Application/Schoolwide Plan? What evidence supports these decisions? Suggested Resources • Research-based data supports the inclusion of the new component • Training provided for instructional staff to ensure usage of the component • Follow-up activities which determine ongoing usage

  22. SERP Questions • How will your district and school monitor throughout the implementation the effectiveness of each component? Suggested Resources • Provide positions of those persons responsible for monitoring and assessing the effectiveness of each component. • How does professional development from both internal and external providers impact student achievement? • Is the professional development directly related to each program component being implemented? • How is the School Board kept apprised of ongoing implementation?

SERP Questions • What supports do you have in place for English learners, homeless students, neglected and delinquent students, migrant students, students with disabilities, and other struggling learners? Suggested Resources • Beyond the support required by accreditation, what additional and supplementary services are provided for these students? • Provide specific support for each listed group? • Describe the coordination in place among all programs (state, local, federal) to ensure a unified school

Logistics • Three (3) regional sites: Grenada (North), Jackson (Central) and Hattiesburg (South) • Districts must schedule SERP interviews using the Doodle calendar links • Will receive notification once SERP is confirmed • Series of available slots on select days by location September 16 thru October 2, 2014 (additional days may be added on an as needed basis)
