THE STRATEGIC FRAMEWORK 21st Century Security Environment “An Era of Uncertainty: Unpredictability, Misinformation and Misconceptions” Four Challenges: Traditional, Irregular, Catastrophic and Disruptive Vision Relevant and Ready Landpower in Service to the Nation Mission Provide necessary forces and capabilities to the Combatant Commanders in support of the National Security and Defense Strategies Four Overarching and Interrelated Strategies Numerous Key & Supporting Initiatives Irregular Challenges include Stability & Reconstruction Operations

THE ARMY VISION Relevant and Ready Landpower in Service to the Nation The Nation has entrusted the Army with preserving its peace and freedom, defending its democracy and providing opportunities for its Soldiers to serve the country and develop their skills and citizenship. To fulfill our solemn obligation to the Nation, The Army Vision is to remain the preeminent landpower on earth—the ultimate instrument of national resolve—that is both ready to meet and relevant to the challenges of the dangerous and complex 21st Century Security Environment. The four means to achieve this vision are: • Soldiers • Leaders • Modular Forces • The Institution

The Ways To Achieve The Vision Are Through These Four Overarching and Interrelated Strategies Train and Equip Soldiers to Serve as Warriors and Grow Adaptive Leaders Provide Ready and Relevant Landpower for the 21st Century Security Environment Sustain an All-Volunteer Force Composed of Highly Competent Soldiers that are Provided an Equally High Quality of Life Provide Infrastructure and Support to Enable the Force to Fulfill its Strategic Roles and Missions Successful Implementation of these Strategies Requires a Full Capability in Stability (SSTR) Operations 4

  5. National Security Presidential Directive 44 “Promote security of the US through improved coordination, planning and implementation for reconstruction and stabilization assistance for foreign states and regions at risk of, in, or in transition from conflict or civil strife.” 5

Mission Analysis Army Responsibilities DoD Directive 3000.05 Develop Stability Operations Capabilities Department of Defense • Appoint Senior Officer to lead stability operations initiatives • Develop stability operations capabilities • Ensure curricula unit/individual and service school prepare personnel for stability operations • Ensure PAO, FAO, CA, MP, EN & PSYOP programs develop personnel needed for stability operations • Support stability operations joint concept development and experimentation • Ensure RDA programs address stability operations capabilities • Support Interagency requests for personnel and assistance to bolster the capabilities of US Departments & Agencies to…conduct stability operations • Ensure Public Affairs programs effectively support stability operations • Develop measures of effectiveness and evaluate progress • The Army Modular Force • AC/RC Rebalancing • Grow and Develop Leaders • Establish or Expand Army Support Organizations • Learn from Experiences • DoDD 3000.05 • Stability Joint Opns Center • Doctrine • Interagency • QDR • Doctrine Other Agencies 6

Developing Army Capabilities for Stability Operations The Army possesses the core competencies necessary to establish a fully capable force in Stability Operations • The Army Modular Force – Total redesign of the Operational Army creating a true Full Spectrum Force…including Stability Operations • More Flexible, More Lethal, More Deployable Brigade Combat Teams…”plug and play” depending on Operating Environment • Multifunctional and Functional Support Brigades that provide resources and expertise in coordination with Interagency and Non Governmental Organizations • Can Execute Stability Operations while simultaneously Providing Combat Capable Force if Stability Operation lapses into conflict • Future Combat System Technology Spinouts beginning in FY08 will significantly amplify capabilities to support stability operations and homeland defense • AC/RC Rebalancing to put Expertise and Capability where it is Needed • Increasing MP, MI, CA, PSYOP, Chemical, while decreasing AR, FA, ADA 7

Developing Army Capabilities for Stability Operations The Army possesses the core competencies necessary to establish a fully capable force in Stability Operations • Establish or Expand Army Support Organizations • Expanding the capabilities of the US Army Peacekeeping and Stability Operations Institute (USAPKSOI) • Expand its capability to assist in the research and development of concepts and plans for stability operations; assist in the development and integration of education and training materials across the NGO and Joint, Multinational and Interagency (JIM) environment • Establishing the Commander, Combined Arms Center (CAC) as the Director, Joint Center of International Security Force Assistance (JCISFA) • Establishing a Stability Operations Office in the Army G-3/5 • Will be led by a UK Exchange Officer – Colonel (March 06) • Learn from Experiences • Continue Army efforts to identify lessons learned and initiatives to improve the Army’s capability and capacity to conduct stability operations • Adapt unit training to the realities of the Contemporary Operating Environment • Improve MOS-specific, language, cultural and soldier basic skills • Continued study with the Joint staff on the best way to plan for, integrate and effectively use the “private sector” for stability operations 10
