  4. The networks exist thanks to its members

  5. About F2F meetings • The global and regional f2f meetings are the catalyst for networking and exchange. • Colleagues from the cooperation offices are involved mainly in the f2f meetings. FPs have noticed a certain reticence in online discussions. • Spontaneous debate is rare within the networks. The f2f meetings remain the dynamic milestones in network life. They provide the starting point for network initiatives.

Recommendations to the Directorate and the line managers • Recommendation 1: Demand and promote cooperation between line managers and networks • Recommendation 3: Encourage ad-hoc consulting on the part of FPs and network members • Recommendation 5: FPs should spend at least 50% of their time working on network animation

  7. Recommendations to the networks • Recommendation 2: Update thematic guidance documents • Recommendation 4: Better representation of cooperation offices within core groups • Recommendation 6: Closer networking and (online) interaction between members

Findings status report • Networks are not organisational units This raises the question of what a network can achieve, and where its boundaries lie. • There are too many networks – and topics handled by networks Despite their MAP objectives, in many cases the time that members of the core groups and the networks actually devote to these activities falls short of expectations.

The Theory of Change The aim driving the theory of change is to “create thematic and methodological knowledge relevant for operations and of high quality for improving the effectiveness of the SDC’s interventions (operations and policy) through locating the responsibility for thematic knowledge closer to the operational demand”.

Preliminary findings Relevance: - Positive contributions to SDC Work. - 12 networks is too much Efficiency/Effectiveness: • Many disparities regarding network structures:. • Theme managers; • Focal Points • Core groups • Network members • Backstoppers • Members spend less time than initially planned

  14. Preliminary findings Impact: - Strong tool for developing and mainstreaming norms and policies. - Potential of overcoming compartmentalization of SDC
