  2. Structure of IPA Five components: • Transition Assistance and Institution Building (€41.6m) • Regional and Cross-Border Co-operation (€4.2m) • Regional Development (€7.4m) • Human Resources Development (€3.2m) • Rural Development (€2.1m) TOTAL for 2007: €58.5m

  3. Operational Programme – Component 1 • Budget €41.6m • Based on MIPD • Based on EP, SAA, and progress reports • Priorities inspired by National policies and strategies (NPAA, NDP, Ohrid FA) • Harmonised with CARDS experiences and ongoing CARDS programme • Links to other donors’ activities

  4. Priority needs in the area of customs • Stabilization and Association Agreement requires approximation of the customs system to that of the EU • European Partnership contains several priorities related legislation approximation and developing administrative capacity • MIPD refers to the area of customs

  5. Customs reform project • Title: Support to the implementation of the customs reform strategy • Beneficiary: Macedonian Customs Administration • Amount: 3 million euro (IPA allocation) + 0.2 million (national contribution)

  6. Customs reform project cont’d • Objective: further alignment with the acquis and strengthening of administrative capacity • Purpose: • Harmonization of legislation • Reinforcement of border controls • Improving the customs IT systems

  7. Project components • Component I: Further alignment of the legislation with the acquis • Component II: Further reinforcement of border controls • Component III: Improvement of the customs IT systems

  8. Component I • Expected results: gap analysis conducted and legislation amended to fully transpose the acquis in this area. including the latest amendments to the Community Customs Code and AEO authorizations • Measurable indicators: new laws and implementing legislation enacted

  9. Component II • Expected results: enhanced quality of customs operations, automated goods clearance and revenue collection system, strengthened anti-corruption measures, improved communication with businesses • Measurable indicators: time for clearance of goods, increased revenue collection and number of caught smuggling cases, efficient communication channels with businesses established

  10. Component III • Expected results: fulfilled interoperability requirements, updated IT strategy, development of Authorised Economic Operator, support the MCA in preparing for interconnectivity • Measurable indicators: IT and interconnectivity strategy adopted, TEMPO methodology introduced, ToRs for ITMS and NCTS prepared

  11. Cross-cutting issues • Up to 10% of the funds under each project may be allocated for addressing cross-cutting issues: • Equal opportunities and non-discrimination • Support to minority and vulnerable groups • Environmental protection • Good governance, with particular attention to fight against corruption

  12. Linked activities • CAFAO MAK (2003 -2007) • Twinning project with Netherlands • World Bank TTFSE II project • Private consulting companies • USAID support

  13. Project management • Three service contracts are envisaged, one per each component (comp. I – 1 million euros, and comp. 2 and 3 – 0.7 million euros each) • Two supply contracts (for components 2 and 3) could be included of 0.3 million euros each, including co-financing from the Government of 0.1 million euro per project

  14. Next steps • Launch a framework contract to prepare the terms of reference for the project fiche (by August 2007) • Terms of reference agreed with MCA (by October 2007) • Tender launched (October 2007) • Contract awarded (by April 2007) • Project starts (April 2007)
