The definitions in the EMR Glossary are primarily drawn from existing National TSO Glossaries as well as drafts of EU legislation acts (EU Regulation and Directives). The source information provided relates to the source from where the definition was extracted for inclusion in the EMR Glossary. This source document may not in fact have been the original source of the definition. It should be emphasised that some terms collected by the EMR are based on national definitions. These may, for a number of reasons, depart from definitions contained in European Regulations or Directives. EMR: https://emr.entsoe.eu

The Glossary is intended to facilitate the collection of consistent terms between all possible sources; • set of target definitions based on existing international standards (ISO-11179); • online process, which will help the harmonization of the definitions, which are included in the development of the Network Codes; • catalyst for the development of consistent and harmonized definitions between all sources. The EMR glossary highlights areas of existing inconsistencies between various definitions and is designed to help prevent similar occurrences events in the future. EMR: https://emr.entsoe.eu

  6. ENTSO-E Metadata Repository Harmonization of definitions All terms in the EMR Glossary are meant to be unique. In a relatively small number of cases however, several definitions may exist for the one term. This occurs, for example, when a definition have been prepared in the context of a Network Code while another definition is developed by a National TSO Glossary to meet their particular requirements. The majority of these inconsistencies are negligible and appear due to the fact that one of the two existing definitions have a more detailed/specific content. ENTSO-E Metadata Repository • Harmonization of definitions • The procedure is simple: • After a new or an existing definition is discussed in a Working Group (e.g. NC Drafting Team), the term is submitted to EMR for approval. • The Definition Workflowstarts automatically and makes sure that experts from all ENTSO-E Business Areas (SOC, SDC, MC, Legal, R&D) will have the opportunity to review the proposal and give their feedback. • When certain improvements are made by the experts, the workflow is completed and the newly harmonized definition becomes a standard term in ENTSO-E. • INTRODUCTION • USE OF EMR • STRUCTURE OF THE GLOSSARY • THE GLOSSARY • HARMONIZARION OF DEFINITIONS • REVIEWING A DEFINITION • FEEDBACK • CONTACT EMR: https://emr.entsoe.eu

  9. ENTSO-E Metadata Repository Harmonization of definitions During the life-cycle of a term, certain steps are necessary, in order to guarantee that a certain level of quality is achieved. These steps are the proposal, validation, review, consolidation and approval. • INTRODUCTION • USE OF EMR • STRUCTURE OF THE GLOSSARY • THE GLOSSARY • HARMONIZARION OF DEFINITIONS • REVIEWING A DEFINITION • FEEDBACK • CONTACT • These steps are not done automatically, but they require the contribution of people under specific roles and responsibilities. These roles, who are assigned on experts around the Association, are • Submitter (proposes a new term or update of an existing definition); • ENTSO-E and Data Expert Group (checks the validity of the proposal); • Data Trustee (selects the Reviewers and makes the final check); • Data Custodian (updates/consolidates the proposal); • Reviewer(reviews the proposed definition); • SDGS (makes the final Approval) EMR: https://emr.entsoe.eu

Comments and suggestions are welcome by all TSO members (through use of the comment area, below each term or by email directly to the EMR at “glossary@entsoe.eu”). Comments are particularly encouraged on the definitions currently included in the Glossary, in cases where: • there may be more appropriate definitions that should be incorporated in preference to those already listed; • definitions for other topics, concepts should also be included; or • reference/source information may not be sufficiently detailed.
