  3. DoD shall use pest management contracts when cost-effective or when advantageous. Pest Management Consultants shall review and approve contract documents for pest management operations to ensure that appropriate pest management standards and IPM are specified. Installations that lack expertise in pest management should be encouraged to request the services of a DoD Pest Management Consultant to develop the technical portions of pest management contracts. Installation Commanders will forward contracts for pest management services to the Command Consultant for review. Contracts involving pest management services will meet FAR and DoD FAR requirements. Performance work statements will be written in ways that promote the Army Pest Management Program standards, goals and objectives. IPMCs will forward all contracts involving pest management services to Command Consultants for review. DoD 4150.7 and AR 200-5 Requirements for Contracts DoD 4150.7 AR 200-5

New Army Guidespecs • Goal of Project To develop a performance-based performance work statement template for pest management services that will not only result in more technically compliant and cost-effective specifications, but will also reduce the time it takes to prepare and review pest management contract specifications.

New Army Guidespecs • Timeline to Completion • Final PBC guidespec sent to ODEP (Army Senior Consultant Review) – Dec 06 • Staff final guidespecs through Army Contracting Agency (ACA) (Mr. Jim Wright) – Jan 07 • Write Army Pest Management PBC policy for guidspec implementation – 3rd QTR 07 • Staff the policy out of ACA (through contracting chain of command (ACA to regional installation ACA offices and installation KOs)) – 4th QTR 07 • Staff the policy out of ACSIM/IMCOM directly to IPMCs – 4th QTR 07 • Staff guidespecs through AMEDD C&S for incorporation into IPMC/PMQAE training course development – 1st QTR 08
