The ELPD Framework, developed by Dr. H. Gary Cook at the University of Wisconsin, addresses the need for states to align their English Language Proficiency/Development (ELP/D) standards with college and career readiness standards, such as CCSS and NGSS. This framework outlines essential language practices that all English Language Learners (ELLs) must master to effectively engage with content standards. It serves as a guide for educators to evaluate and create state ELP/D standards and to ensure that assessments reflect relevant language demands, promoting a seamless integration of language and content instruction.

Transitioning ELPD Standards & Assessments: The ELPD Framework H Gary Cook, Ph.D. University of Wisconsin June 2013
The Need Many states adapting, developing or adopting new (ELP/D) standards States’ ELP/D standards must correspond to college and career ready standards ELPD Framework is a tool to support this correspondence
Purpose of the ELPD Framework The ELPD Framework communicates to the language practices that all ELLs must acquire in order to successfully engage in the CCSS and NGSS. These practices should then, in turn, influence ELPD Standards.
ELPD Framework • What it’s not… • It’s not a new set of standards. • It’s not exhaustive. • It doesn’t identify how to teach ELs. • It’s not curriculum or instructional material.
The Critical Nexus Assessing language critical to the content Assessing content with construct relevant language
Logic to Standards’ sequencing Theory behind ELPD Standards Classroom Connections to Standards CCSS/NGSS construct relevant language
Where we’re going Developing tools to support ELPD Framework implementation Interacting with SBAC and PARCC assuring assessments support content relevant language in CCSS Seeking funding to create a “Teacher’s Guide to the ELPD Framework”
In sum, The Framework • Helps educators identify specific language demands in the CCSS & NGSS • Outlines a procedure for creating and/or evaluating state ELP/D standards • Encourages states to adopt a simultaneous theory of action so that ELP/D standards and the CCSS and NGSS are mutually reinforcing
