2. Waste Electrical and Electronic Equipment (WEEE) Directive • Work started in the year 1994 • To device a strategy for reducing the impact of electrical equipment on environment at end-of-life. • WEEE represents 4 % of municipal waste stream in EU & is growing at 16-28 % every five years. • WEEE contains a number of hazardous substances including heavy metals & organic pollutants. • This is posing human health & environmental risk because they are not adequately treated during current waste management process.

Waste Electrical and Electronic Equipment (WEEE) Directive • Aims to, • Reduce Electrical & Electronic equipment waste • Increase reuse, recycling & recovery • Improve environmental performance of all the operators involved in life cycle of electrical & electronic equipment, particularly those involved in WEEE treatment. • Covers wide range of EEE falling with in voltage range up to 1000VAC & 1500VDC • Such equipment is identified in 10 categories with Reuse, recycle & recovery targets set out. • Comes into effect on 13th Aug 2005

Waste Electrical & Electronic Equipment (WEEE) • Directive reference : 2002/96/EC • Member states should encourage the design & production of EEE which take into account & facilitate dismantling & recovery, in particular, the reuse & recycling of WEEE, their components & materials. • Producers should not prevent, through specific design features or manufacturing processes, WEEE from being reused, unless such specific design features or manufacturing processes present overriding advantages. • (Clause 14)

Waste Electrical & Electronic Equipment (WEEE) • Directive reference : 2002/96/EC contd …. • Separate collection is the precondition to ensure specific treatment & recycling of WEEE & is necessary to achieve the chosen level of protection of human health & environment. • Member states should adopt appropriate measures to minimise the disposal of WEEE as unsorted municipal waste & achieve a high level of separate collection of WEEE. • Consumers have to actively contribute to success of such collection & should be encouraged to return WEEE. For this purpose convenient facilities should be set up for the return of WEEE • Clause 15, 16

Waste Electrical & Electronic Equipment (WEEE) • Directive reference : 2002/96/EC contd …. • Producers should finance collection from collection facilities & the treatment, recovery & disposal of WEEE. • In order to give maximum effect to the concept of producer responsibility, each producer should be responsible for financing the management of waster from his own products. • For a transitional period, producers should be allowed to show purchasers on a voluntary basis at the time of sale of new products, the cost of collecting, treating & disposing. • Clause 15, 16

7. Waste Electrical & Electronic Equipment (WEEE) • Directive reference : 2002/96/EC contd …. • Information on component & material identification to be provided by producers is important to facilitate the management, & in particular the treatment & recovery recycling of WEE • Member states shall take the necessary measures to ensure that producers provide reuse & treatment information for each type of new EEE put on the market, with in 1 year after the equipment is put on the market.

8. Waste Electrical & Electronic Equipment (WEEE) • Directive reference : 2002/96/EC contd …. • Member states shall ensure that any product of an EEE put on the market after 13th August 2005, is clearly identified by a mark on the appliance.

Waste Electrical & Electronic Equipment (WEEE) Categories of EEE covered as in Annex 1A • Large house hold appliances • Small household appliances • IT & Telecommunications equipment • Consumer equipment • Lighting equipment • Electrical & Electronic Tools ( With exception to large scale stationary Industrial Tools) • Toys leisure and sports equipment • Medical Devices ( with exception of all implanted and infected products) • Monitoring & control instruments • Automatic dispensers

10. Waste Electrical & Electronic Equipment (WEEE) Recovery targets fixed . Target date : 31 Dec 2006 • For WEEE falling under categories 1 & 10 of Annex 1A • Rate of recovery shall be increased to a minimum 80 % by an average wt. Per appliance and • Component, material & substance reuse and recycling shall be increased to minimum of 75% by an average wt. per appliance. • For WEEE falling under categories 3 & 4, • Rate of recovery shall be increased to minimum 75% by an average wt. Per appliance and • Component, material & substance reuse and recycling shall be increased to minimum of 65% by an average wt. per appliance

11. Waste Electrical & Electronic Equipment (WEEE) Recovery targets contd…. • For WEEE falling under categories 2,5,6,7 & 9, • Rate of recovery shall be increased to a minimum 70 % by an average wt. Per appliance and • Component, material & substance reuse and recycling shall be increased to minimum of 50% by an average wt. per appliance. • For WEEE falling under category 8, • Rate of recovery shall established by 31st Dec 2008
