  1. EPLS and UN Screening BASICS October 2011

  2. NOTE: The following provides guidance on IRD’s EPLS and UN screening process. This is not a policy document.

  3. Update All employees, consultants, suppliers, vendors, grant recipients, and subcontractors to be screened against: • Excluded Parties List System • UN’s Sanction Lists

  4. Check 1: EPLS

  5. Go to https://www.epls.gov

  6. Choose the “Advanced Search” search function

  7. 4. Click X 3. Check Box

  8. 5. On drop-down box, select Firm, Individual (Basic), or Individual (Full)

  9. 6. Type in First and Last name (if individual) 7. Click “Search” Box

  10. View, Print, and File Results 8. If search produces “no results”, print and file with other documentation supporting transaction.

  11. To Print • Click “Printer-Friendly”

  12. Print and File • Click “Print” and File with transaction

  13. If Search Produces “Results” If search produces a “hit”, immediately contact HQ Director of Contracts and Grants before proceeding further.

  14. Check 2: UN Sanction Lists

  15. UN Sanction Lists • Access the United Nations Security Council list (resolution 1267 and 1989) • Go to http://www.un.org/sc/committees/1267/aq_sanctions_list.shtml

  16. 2. Click on the link to load list (HTML format seems to work better).

  17. 3. Note that the list is broken down into two sections, 1) individuals and 2) entities.

  18. Print out UN list • Print out list and make note that name of individual or entity does not appear OR • If there is a “hit”, contact HQ Director of Contracts and Grants immediately!

  19. Note: There are other UN lists. Always check the 1267, 1989 list (Al Qaeda), but it may also be prudent to check any other lists relevant to your country:
