  3. U.S. Environmental Protection Agency “The fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies.

Fair Treatment and Meaningful Involvement • Fair treatment means that no group of people, including a racial, ethnic, or a socioeconomic group, should bear a disproportionate share of the negative environmental consequences resulting from industrial, municipal, and commercial operations or the execution of federal, state, local, and tribal programs and policies. • Meaningful involvement means that: (1) potentially affected community residents have an appropriate opportunity to participate in decisions about a proposed activity that will affect their environment and/or health; (2) the public's contribution can influence the regulatory agency's decision; (3) the concerns of all participants involved will be considered in the decision making process; and (4) the decision makers seek out and facilitate the involvement of those potentially affected”.

  6. SUMMARY OF ROSEMEAD INDICATORS FROM ATTACHMENT A ·The highest race category is Asian Only with 48.8% of the population. This ranks as 5th highest for the 88 incorporated cites in Los Angeles County. ·White Only race is low with 26.6% and a rank of 83 out of 88. ·Black Only race is very low with 0.7% and a rank of 79 out of 88. ·Hispanic Ethnicity is almost as high as Asian Only race with 41.3% and a rank of 36 out 88. ·A very high 46.8% of the population 25 years and over do not have a high school diploma. ·A very high 12.5% of the population 25 years and over never attended school. This ranks as 3 out of 88. ·A very high 22.3% of households speak an Asian/Pacific language and are linguistically isolated (do not understand English well). The rank is 2 out of 88. ·A high 22.1% of workers are in the Manufacturing Industry (rank 16). ·The 1999 Median Household Income is low at $36,181 (rank 74 out of 88). ·The percent of households below poverty level is high at 19.1%. The rank is 11 out of 88.
