  3. Background of the model • Statistics Netherlands needed a model in order to be compliant with principle 4 of the Code of Practice: Quality Commitment. • SN composed a new model using the structure of existing models in order to avoid some challenges of these models.

  11. Example 1: TQM • Done: • Strategic document like the CoP, plans and reports analysed. Result: more than 300 quality area + quotes. • The most important quality areas selected: 60. • The owner of each quality area determined. • To do: ask the owners of the quality areas: • Implemented measures? • Requirements of quality area X? • Causes and effects of problems (risk analysis)? • In control of quality area X? • If not: Extra measures to be implemented? • Extra measures will be integrated into • the regular planning & control cycle

  12. Example 2: Workshop on Quality • Workshop for department for custom-made statistic. Duration: 2,5 hours. • Short explanation of the model • Participants (20) and management generated and selected six quality areas e.g. clarity of reports for their customers • Six groups elaborated each one quality area. • Result: List of additional measures to be implemented for each quality area

  13. Evaluation of the model • Applicable in all organisations, at all levels and in all domains • Clear scope • Scalable • Integration of existing frameworks possible • Compliant with the language of the user • Risk analysis integrated • Action oriented
