IDEA 2004: APR/SPP Requirement • SPP – State Performance Plan 6- year plan that describes how the state will improve the implementation of IDEA in 19 key areas. • APR – Annual Performance Report Annual report on progress on the performance targets set for each of the 19 key areas. State shall use the targets in the SPP to analyze the performance of each LEA in the State. State shall report annually to the public on the performance of each LEA in the State on the SPP targets.

  12. Overrepresentation of Students with Disabilities by Race/Ethnicity • Red = Statistically Significant in 3-4 areas • Yellow = Statistically Significant in 1-2 areas or High Odds Ratio • 2003-04 = 18 Red Districts 7 Yellow Districts • 2004-05 = 8 Red Districts 14 Yellow Districts

  15. Great News!!! • 37 Districts are GREEN on All 5 Focused Monitoring Indicators • 40 Districts are GREEN on All 3 LRE Indicators • 113 Districts are GREEN on Both (2) Overrepresentation Indicators
