  1. WEST VIRGINIA STATE POLICE CODE RED EMERGENCY RESPONSE PLAN AN OVERVIEW OF HOW THE WEST VIRGINIA STATE POLICE WILL REACT TO A CRITICAL INCIDENT THAT MAY OCCUR WITHIN THE SCHOOLS OF WEST VIRGINIA.

  2. FIRST THINGS FIRST 1. THIS PLAN IS JUST A GUIDELINEWHICH CAN AND WILL BE CHANGED TO FIT CERTAIN CRITERIA IN YOUR SCHOOL. 2. THIS PLAN IS BASED UPON THE CONCEPT OF COMMON SENSE.

  3. WHAT TO DO 1. When an administrator has determined a CODE RED EMERGENCY, office personnel will immediately announce “CODE RED” over the school P.A. system, the West Virginia State Police will be called, and the county board of education will be notified. The main office will be utilized as the command center.

  4. WHAT TO DO (cont’d) 2. Teachers will lock classroom doors and otherwise secure the classroom (i.e. close and lock windows and shades). Students outside the teacher’s door should be brought into the nearest classroom.

  5. WHAT TO DO (cont’d) 3. Check class role; account for all students. Add any student’s name that you brought in not assigned to your class. 4. The office will call to determine if all students are accounted for and take the names of any student in your class who is not assigned.

  6. SPECIAL NOTATION If you dial 911 in Kanawha County it is unlikely that you will reach the State Police. You must dial the number direct. The number is: 558-7777

  7. WHAT TO DO (cont’d) 5. From the time the door is locked, maintain as nearly as possible, all normal classroom activities; record any unusual activity for future reference.

  8. WHAT TO DO (cont’d) Special Instructions A. One member of the office staff should remain near the phone after the State Police has been notified. B. If you are a teacher and do not have a class at the time the CODE RED is sounded, then you should report to the office immediately for further instructions using all due caution.

  9. WHAT TO DO (cont’d) C. School administrators will check the restrooms, etc., for students and place them in a safe location under supervision. D. Custodial staff and Kitchen staff will, at the time the CODE REDis sounded, report to the office immediately for further instructions using all due caution.

  10. WHAT TO DO (cont’d) E. All school personnel will carry out duties and assignments at the direction of the Principal or Chief Administrator on the scene.

  11. WHAT TO DO (cont’d) 6. After the situation has been resolved, office personnel will announce “ALL CLEAR” over the P.A. system. 7. The teachers and other personnel will then assure the students that they will be alright and that the situation has been resolved. Other information should be disseminated to the students by direct authority of the Principal or Chief Administrator on the scene.

  12. WHAT TO DO (cont’d) NOTE: If a CODE RED is sounded during lunch or between classes, then the teachers and staff will direct the students to a designated safe area. Doors should be secured and school personnel should be posted at the doors of the safe area. Roll call (or head count) procedures should be enacted. Students inside a classroom with a teacher should remain there until the “ALL CLEAR” has been announced.

  13. CODE RED DRILL If any school would wish to participate in a code red drill, please contact the local State Police detachment. We would be more than happy to oblige. However, we will NOT participate in a code red drill when students are in school.

  14. IT IS A VIOLATION OF STATE LAW TO THREATEN ANY SCHOOL EMPLOYEE IN ANY WAY WHICH PLACES THE EMPLOYEE IN REASONABLE APPREHENSION OF BEING INJURED; OR TO MAKE PHYSICAL CONTACT OF AN INSULTING OR PROVOKING NATURE OR TO CAUSE ANY PHYSICAL HARM. 61-2-15 WV CODE
