  5. Performance for 2004/5 • 51% of all BVPIs met or exceeded targets • 73% have improved or stayed the same • BVPIs in bottom quartile fell from 38% to 27% • £2.8 million under spend for 04/05 • £2.2 million carried forward • £4 million of efficiency savings
