  1. European Region Nominees PATRICIA SIMOES,221st Base Support Battalion, Europe Region, Public Affairs Specialist, Europe Region.Ms. Patricia Simoes, Public Affairs Officer for the 221st BSB in Wiesbaden, is credited with outstanding efforts to bring command information to a new level in her community.  She developed and put in place a Command Information Network, a TV channel that reaches the local housing areas and offices, as well as a weekly BSB radio program on AFN Hessen.   She has actively engaged the media to highlight the sacrifices of the soldiers and families during these difficult times, facilitating numerous interviews both during deployment and redeployment. Ms. Simoes' responsiveness to requirements during the months preceding Operation Iraqi Freedom increased the understanding of American public in Germany and German public of the importance of the mission and its affect on military families.

  2. Korea Region Nominees MICHEL LAURENCEAU, Department of Public Works, Western Corridor, Republic of Korea, Director of Public Works, Korea Region. Mr. Laurenceau is responsible for a staff of 343 employees including 287 Korean national employees. He developed and implemented preventive maintenance programs for Water and Wastewater Treatment Plants in order to minimize malfunctions at plants and keep down-time to a minimum. He reprogrammed resources effectively to take care of unfunded requirements. He has redesigned the customer feedback process with the use of performance evaluation criteria on service orders. He has revised processes for acquiring construction/shop supplies using prime vendor and blanket purchase authority. The process results in lower unit cost resulting from bulk purchasing, eliminating costly credit card transactions, a reduction of warehouse space, just in time delivery, and ultimately significant dollar savings.

  3. Northeast Region Nominees BUTCH GRZANKA, Directorate for Installation Operations, Aberdeen Proving Ground, Maryland, Operations Officer, Northeast Region. Mr. Grzanka was the manager of the successful National Guard security force rotation for Noble Eagle II soldiers. He was responsible for certifying nine units for deployment including 3 Military Police Battalions and a Military Intelligence Battalion. This included command and control plus guidance to the installation support team. More than 1,800 soldiers were mobilized with 900 going overseas. Even in the face of short lead times and debilitating weather, the mission was accomplished efficiently and effectively. Mr. Grzanka also was responsible for the coordination of the critical and sensitive mission migration of Joint Personnel Effects Depot (JPED) from Dover AFB to Aberdeen Proving Ground.

  4. Northwest Region Nominees WILLIAM J. BYRNE, Fort McCoy, Northwest Region, Military Personnel Management Officer,Northwest Region.Mr. Byrne consistently demonstrated a unique ability to quickly grasp and apply a myriad of complex, ever-changing laws, regulations and procedures regarding military personnel. He is looked upon as a subject matter expert on all matters related to military personnel management. His participation has been instrumental in the overall success of Fort McCoy as a Power Projection Platform mobilization station, overseeing the Soldier Readiness Processing Center. Mr. Byrne was also instrumental in the development of strategies for managing the Military Personnel A-76 study. The recent four-year study resulted in significant process and efficiency changes that allowed the work to stay in-house. The revisions in the structure and organization produced an annual savings of $116,000 with no adverse actions or personnel separations.

  5. Pacific Region Nominees JOHN J. CURRY, U.S. Army Garrison Alaska, Pacific Region, Director of Community Activities,Pacific Region.He personally led U.S. Army Alaska’s efforts to establish the command’s Well-Being Council and efforts to improve the well-being of soldiers and their family members. He orchestrated significant improvements in business operations which both increased the quality of services offered and raised needed revenues to fund additional upgrades for the future. His efforts produced increased revenues; and, numerous Capital Purchase and Minor Construction Projects have occurred. Approximately $75,000 worth of self-help and community help projects have been completed. Mr. Curry's efforts have improved the lives of countless military members and their families, retirees, Department of the Army and Non-appropriated fund civilians and other customers of the Directorate of Community Activities in the Pacific Region.

  6. Southeast Region Nominees DARRELL G. BREWER, Office of the Commander, Redstone Arsenal, Alabama, Deputy to the Garrison Commander,Southeast Region. Mr. Brewer has served as a principal point of contact in the development of Organizational and Operational plans building a positive relationship between his staff and Senior Mission Commanders. He successfully managed the conclusion of a long and difficult A-76 study resulting in the cancellation of the solicitation to ensure that the Arsenal maintained an efficient and effective organization. He has been recognized as one of three representatives Army-wide to help in the Initial Operating Instructions review process. He has helped to lay the groundwork for baseline and target organizations with an Army-wide standard for support.

  7. Southwest Region Nominees GLADYS YOSHINAKA, Directorate of Logistics, III Corps, Fort Hood, Texas, Supervisory Traffic Management Specialist, Southwest Region . As the chief of deployment operations at Fort Hood, Ms Yoshinaka was successful in the placement of 20,000 troops (with multiple missions) in power projection placements for the Army. During the deployment of troops supporting Operation Iraqi Freedom, Ms. Yoshinaka provided Transportation Coordinators Automated Command/Control Information System support, Deployment Ready Reaction Field support, Arrival/Departure Airfield Control Group support, port support, and rail operations and coordination with freight and passenger movements. Her efforts contributed to the acceleration of troop deployment and debarkation.

  8. Headquarters and Region Staff Nominees KAREN PERKINS, Human Resources Division, Northeast Region, Human Resources Specialist, Headquarters . As a member of the IMA task force, Ms. Perkins was a key player in the establishment and staffing of the Northeast Region. Her support and personal advocacy for Northeast Region personnel has resulted in the placement of over three-fourths of NERO surplus personnel from several major Commands. She has contributed to the development of policies in staffing high-grade positions, classification of TDA positions, A-76 studies, and coordination of VSIP incentive programs. She was instrumental in coordinating meetings with region civilian personnel entities to ensure the smooth personnel transition to the IMA organization.
