  1. USE OF THE REFERENCE BLOCKS AS BASIS FOR THE PAYMENTS – GR CASE Dr. Georgios Kormentzas OPEKEPE Vice President 28th Conference of Directors of Paying Agencies

  2. Background Information • Greek Case – Geek LPIS & Particularities of the Physical Block System • Conclusions – Lessons Learnt Presentation Outline

  3. Simplifies the process of agricultural parcel claim, mainly because of the clear borders (roads, rivers, etc). • Assists • the farmer’s orientation in order to declare the correct agricultural parcel, • the inspector’s work in order to decide fast and correct for the agricultural parcel’s position. Background Information – Reasons of the choice of the physical block system

  4. Provides easy and reliable statistic analysis, e.g. numbers of parcels declared or cross checks per physical block, per administrative unit, per prefecture. • Helps avoiding over declaration, due to the stable and clear borders. Background Information – Reasons of the choice of the physical block system

  5. Greece adopts the usage of the physical blocks as reference parcels. The Key Concept is • The physical block is the ‘’platform’’ on which the ‘’parcel building’’ is constructed. • The declared agricultural parcels are managed through the physical blocks system. Greek Case – Geek LPIS

  9. The physical blocks as reference parcels come to use during the claims and the inspections. • The physical blocks appear as cross check statistic or to define a situation during an inspection or a payment, but none of the above takes place based on the physical block. • Payment per agricultural parcel. Greek Case – Geek LPIS

  10. Cross check shows errors due to a physical block problem, but every one of these errors finally refer to the agricultural parcel. Once more – for the Greek case • The payment refers to the agricultural parcel and not to the physical block. Greek Case – Geek LPIS

  11. Many different cultivations and farmers within one physical block. • It is very rare to have a single farmer in a physical block or a single cultivation in a physical block. • See the following examples. Greek Case – Particularities of the Physical Block System

  17. Q: Is it possible for Greece to use of the reference parcels for the Single Payment Scheme (SPS) ? A: Even if we overpass the problem of many cultivations in the same block (note that this affect the payments of other schemes and pillars), it is still an open issue the usual case of Greek agriculture where many farmers are located within the same block. Greek Case – Particularities of the Physical Block System

  18. Stable and clear borders. • Provides safe indication, declaration and inspection. • In the case of payment, could provide massive and simpler process, with less controls and calculations. Lessons Learnt – Strengths of the Physical Block System

  19. Reference Parcel (physical block) interferes a lot but only as a vehicle to conclude for the agricultural parcel payment. • For GR farmers’ payments, not really feasible to be adopted due to many different cultivations and farmers within a single physical block. • Could be implemented for some cases, but this should provide a different payment process ONLY for these rare cases.
