Rule development • Revised Rules • Rule 410.4 – Metal, Plastic and Pleasure Craft Parts and Products Coating Operation • Updated to include plastic parts and products as well as pleasure craft parts and products • Applies to surface coating of metal parts or products, large appliances, metal furniture and plastic parts or products • 50 new definitions added and 16 were revised • Rule 410.4A - Motor Vehicle and Mobile Equipment Refinishing • Last updated in 1996 • Updated to include Suggested Control Measure adopted by CARB • Designed to reduce VOC emissions from automotive coatings • Applies to any person who supplies, sells, offers for sale, manufactures, distributes, uses, applies, or solicits the use or application of any automotive coating or associated solvent within the District.

Rule development • New Rules • Rule 410.8 - Aerospace Assembly and Coatings Operations • Reduce VOC emissions from aerospace coatings and adhesives, as well as from cleaning, storage and disposal of organic solvents • Similar applicability to the Maximum Achievable Control Technology (MACT) standard for Aerospace Manufacturing and Rework Facilities • Materials regulated: primers, coatings, adhesives, sealants, maskants, lubricants and others • Rule 410.9 - Wood Products Surface Coatings Operation • Limit VOC emissions from wood product surface coatings including storage, cleanup and disposal of organic solvents and waste solvent materials • Outlines labeling requirements and record keeping requirements • Rule 432 - Polyester Resin Operations • Reduce VOC emission from polyester resin used in the manufacturing of fiberglass composite products, which include aerospace manufacturing, storage tank insulation and electrical vault manufacturing • Frequently used materials currently being used in the District are in compliance with VOC limits of MCAQMD, SCAQMD and SJVAPCD
