Participation as process • 2000-2006: Choiceof relevant German umbrella organizations (social partner, social economy sector); access to monitoring committee • 2007-2013: Preparation of National Strategic Plan in close coordination; • Establishing of partnership directives; experience as good practice: • Partner-Program for non-profit-making Social Economy (tail wind) • Social partner initiative for in-service training • Partner on federal level: representatives of federal associations from different sectors; public authorities, Social Partner, Economy, Chamber of commerce, Education, Agriculture and Social Sector …
Preparation of the federal ESF OP (2014-20) • March 2010: Discussion started after release of the EU 2020 strategy within the monitoring committee about needs • October 2011: Expanded exchange with social partners, NGOs, regional authorities, etc. when the draft regulations were launched [Art. 3, 4] • October 2012: Online consultation with more than 750 responses from all kind of organizations – report was published in the internet [Art. 5] • November 2012: First consultation conference with more than 130 representatives from civil society and local/regional authorities – discussion about priorities [Art. 5] • March 2013: Second consultation conference – concrete discussion with partners about specific objectives and allocation of funding [Art. 5]
Results of involvement of partners • Consensus about the future strategy [Art. 8] • Identification of main intervention fields for the ESF OP (poverty-reduction and social integration): [Art. 6] • Reduction of poverty und decrease long-term unemployment • Retention of skilled workers • Integration of persons with migrant background in labour market • Improvement of job skills for young people with difficulties • Involvement of new partners in the future monitoring committee [Art. 10] • Integrated approach for future measures – involvement of local/regional authorities and partners in program implementation [Art. 13]
Preparation of new partner initiatives [Art. 8] • Mid 2012: Start of discussion with social partners and social economy associations about future needs and corresponding measures • Since 2013: Preparation of the funding guidelines – selection of criteria and specific objectives • November 2013: Definition of specific indicators for the projects of the initiative • January 2014: Discussion about the allocation of the funding Goal: Find common understanding for future measures to act in concert

Potential – for staffandenterprises in socialservices (working title) • ESF-Priority: Adaptation of workers, enterprises and entrepreneurs to change • Objective: To strengthen the integrated and sustainable human and organizational development in the Social Economy • Support areas: - Systematic staff development to improve adaptability and employability - Systematic organization development to improve demographic strength of social enterprises
