  3. Who are we? Why are we here? Where are we going?Nic BlissMUTUAL HOUSING EVENT19th November 2010

  4. cohousing schemes • community gateways • community land trusts • development trusts • housing co-operatives • self-builders • tenant management organisations • other people who support the above and/or want to know more Who are we?

  5. What are we? • community-led housing? • community based housing? • self-organised housing? • self-procured housing? • co-operative & mutual housing?

  6. Bringing Democracy Home • set up in 2008 • independent Commission • all forms of co-operative & mutual housing • report launched in Parliament in Nov 2009

  7. above average levels of satisfaction • as good as, if not better, performance information • and its not just about housing – wider social, community and individual benefits Key conclusions

  8. “the overwhelming weight of evidence has led us to the clear conclusion that the UK needs to bring co-operative and mutual housing options into our national housing policies” • co-operative and mutual housing has the potential to respond to the needs and aspirations of ordinary people in an uncertain housing environment Key conclusions

  9. The report sets out “ways we might tackle the housing crisis and how we can work with and trust communities, incentivising them and empowering them as part of a wider community housing policy that places the needs of local people above those of bureaucrats and planners” The Housing Minister

  10. the Big Society • Localism & the forthcoming Localism Bill • the Community Right to Build • deregulation of local authorities, housing associations & others • little or no role for the state • a shrinking DCLG, HCA, no TSA • there’s no money • we’re on our own Where are we now?

  11. CCMH Finance Group reporting shortly • thinking big - £250m fund developed through a consortium of housing associations • building between 1,500 & 2,500 homes in between 30 & 50 schemes • tenure diversity - affordability dependent on local circumstances Building Co-operative & Mutual Homes

  12. working with local authorities • proposal and expression of interest • affordability through local subsidy • generation of local community schemes • local determination of what gets built Building Co-operative & Mutual Homes

  13. scale; urban/rural; tenure; people; approaches • different circumstances – same principles • we are all community controlled • community – membership - democracy • about housing & other assets • we say much the same things about our sectors United we stand …

  14. lots of different fragments that the outside world is confused by • 0.6% of UK housing supply – 18% in Sweden; 15% in Norway; 8% in Austria; 6% in Germany • resources – little or nothing from Government – our memberships – some private support – otherwise mostly voluntary … divided we fall

  15. formed informally as a mutual housing forum • currently a very loose and informal structure • has been focusing on building new homes • could look at changing existing homes • could look at governance/accreditation etc. • is it useful to have a forum? What should it do? Mutual Housing Group
