Transformation Update January - December 2008 November 2006 January 2007 December 2008- April 2009 July 2010 EO LAUNCHED FEDERAL TRANSFER STABILIZATION NEXT STEPS COMPLETION • Blueprints developed, foundation laid • More than 500 staff • $525M of programs and services • More than 1200 contracts, physical assets, resources to Ontario • Business continuity achieved • Key structural elements and details in place • EOIS approved for development • Integrated Local labour market planning consultations • Launch of the Second Career Strategy • Announcement of apprenticeship expansion • Training transformation in progress • Build regional service provider network. • Completion of the first phase of EO Transformation business • EO vision fully realized. • EO branded • Information and Referral Service introduced • Restructured the Ministry including a regional structure to manage a business of more than $1B

Key Priorities Employment Ontario Information System (EOIS) UPDATE Approximately 1 year since Treasury Board Approval and several project milestones have been achieved with continued progress being made. Milestones include: • EOIS Project governance structure and integrated plan in place • Resources Plan implemented • EOIS sub projects established (i.e. Secure External Access, Case Procurement, Contract Management System, and Business Alignment • OPS Gating approvals received for Contract Management System and Case Management Systems • Initial Set of discussions with service providers across regions in February 2008, highlighting potential areas to pursue/explore in future engagement • Currently developing Contract Management component and evaluating Case Management Products • Developing an EOIS Stakeholder Engagement Plan, ensuring that once Case Management solution is selected, external input is provided in the development and implementation of the system

Key Priorities SERVICE PROVIDER NETWORK A service provider network that is customer-centric, responsive and flexible to local community needs when delivering the full suite of employment services. UPDATE • Deloitte Inter-jurisdictional research on approaches –completed April 2008 • Draft report for approaches for the Employment Services Service Provider Network completed, pending approval from ADM SC • Process, tools and guidelines will be completed – July 31, 2008 • Regional Staff orientation on process, tools and guidelines rolled-out –Aug 15th,2008 • Initial implementation of approved service provider selection approach –Sept 2008

  7. Key Priorities ACCOUNTABILITY FRAMEWORK The objective is to develop an outcomes-based internal and external Accountability framework for contracting transfer payments, programs and services. UPDATE • Research and review the Controllership report, Service Contract Administration and the Provincial Transfer payments Accountability Directive –ongoing • Contract templates, tools and guidelines for Employment Services –completed Sept 2008 • Staff Training rolled-out – Oct/Nov 2008 • Contract discussion begin with identified service providers for Employment Services – Oct.2008-January 2009

  9. Second Career Second Career provides financial support to recently laid-off, unemployed workers who require long-term training in high-skill occupations that support the local labour market.

  10. Second Career The March 2008 Ontario Budget committed $355 million over three years for Second Career as part of the Skills to Jobs Action Plan. Second Career was implemented June 1, 2008. Staff from our division and across the ministry worked hard to ensure that all elements were in place for successful implementation. This work, included the development of detailed program guidelines and other tools for staff and service providers, to ensure that clients are able to access Second Career as part of the full suite of programs and services offered through Employment Ontario. We will be tracking the program closely during the first months of implementation to ensure that we are meeting the needs of clients.

Second Career Continued Second Career (SC) builds on the supports currently available under the Ontario Skills Development program, but it introduces new eligibility criteria that differ from the current Ontario Skills Development eligibility criteria. Under Second Career, clients are be able to qualify for services and support, regardless of their EI eligibility status. MTCU is prepared to contribute up to $28,000 towards the cost of an individual’s training. Training supported under Second Career will range from 6 months to 2 years in duration.
